PETITION FOR EXTERNAL INDEPENDENT AUDIT BY HRSA OF THE ORLANDO EMA AND RYAN WHITE GRANTEE(S) OFFICES WITH SPECIFIC EMPHASIS ON THE FINANCIAL, OPERATIONS, ALLOCATIONS, APPROPRIATIONS, AND REPORTING OF FUNDS

The Orlando EMA Ryan White Grantees make life-changing decisions pertaining to People Living with HIV/AIDS (PLWH/A) with minimal to no input from the same. The consumers are denied access to public record information; limited to none speech at orchestrated committee meetings; consumers are misinformed, misrepresented and receive lack of answers to questions; the committee chairs monopolize and utilize the enforcement of improper forum to table consumer concerns; and the Orlando EMA continuously violates the Florida Sunshine Law especially the Orange County Elected Officials, Grantees, Administrators and Providers by their participation in private closed door meetings with the intentional exclusion of and failure to notify the PLWH/A Clientele, Consumers and Community Members.
