Idaho Silver Support Act

To:  Legislature of the State of Idaho

In order to increase tax revenues from silver mining operations, support silver mining employment within the State of Idaho and end the manipulation in the paper silver markets at the COMEX, the Legislature of the State of Idaho directs the Treasurer of the State of Idaho to manufacture 1 ounce .999 fine silver medallions at the cost of fabrication and other reasonable costs such as shipping and handling at no profit to the State of Idaho for Citizens of the State of Idaho who present .999 fine silver metal delivered from the COMEX to the Idaho State Treasurer's office for fabrication. The State Treasurer shall establish satellite offices with the voluntary cooperation of county treasurers and governments throughout Idaho to ensure the Citizens are able to participate in the medallion program. The Treasurer shall also purchase and take delivery of .999 silver metal bars from COMEX for fabrication of said 1 ounce .999 fine silver medallions for the Citizens of Idaho in the quantity necessary to satisfy the needs and wants of the Citizens of the State of Idaho. The Treasurer shall sell the said medallions to Citizens of the State of Idaho at the cost of fabrication and other reasonable costs such as shipping and handling at no profit to the State of Idaho. The obverse side of each medallion shall have a beautiful symbol of the State of Idaho as determined by the Idaho State Legislature, and the reverse side shall have the Idaho State Seal. The fabrication of said medallions in unlimited quantities shall end when the "spot" price of a silver troy ounce is $100.00 or more. When the price of silver is $100.00 or more per troy ounce, the number of medallions authorized to be fabricated for the calendar year shall be no more than 105 percent of the number of troy ounces of silver produced by the mines within the State of Idaho for the previous calendar year.
