Citizens for Safety and Protection of Property

To:  Washington Parish Council

WHEREAS: at the present time there are insufficient laws in Washington Parish designed to protect the citizens living in unincorporated areas of the parish who are at risk of financial losses and health hazards resulting from the erection or installation of Industrial, Commercial, Agricultural and certain types of multi family housing locating adjacent to or in close proximity to existing residential communities and

WHEREAS: over the past ten years many significant events have occurred which caused both the developers and the landowners significant financial losses and;

WHEREAS: The present council and the one previously have diligently responded to the need to protect the citizens from harm and losses by passing an ordinance to establish a Washington Parish Planning Commission and a Comprehensive Development Plan of which at this time only a small portion exists which applies to Manufactured Housing and Mobile Home/RV Parks and

WHEREAS: The current council is under pressure by a group of persons using the Home Rule Charter of the parish in an attempt to repeal the ordinances creating the Washington Parish Planning Commission and to repeal the Comprehensive Development Plan and

WHEREAS: they are also attempting to use the Home Rule Charter to require the council to submit any Land Use Plan, Development Plan or Zoning regulation to the electors of only the unincorporated areas of Washington Parish thereby disenfranchising all other voters in Washington Parish and

WHEREAS: at the present time citizens of this parish are facing the probability of serious losses of property value and exposure to health risks as a result of uncontrolled developments of various kinds and

WHEREAS: the interests of all citizens residing in Washington Parish and doing business in the parish or attempting to develop business can best be served by passing laws that will attract and assist growth and development while protecting their investments, insure their safety and their quality of life, now

THEREFORE: the undersigned citizens, electors, due hereby urge the Council of Washing Parish to establish justice, promote the general welfare and protect the citizens of this parish by supporting the Planning Commission and move confidently and prudently to complete a Comprehensive Development Plan for Washington Parish that will provide safety and protection of property owners.
