Around the time the Libyan leader, Moammer Ghadafi, let the UN supervisors look into his arsenal and promised to follow the non-proliferation treaty, I wrote an essay titled “Armies should be dissolved”, and today I see that the necessity of this movement is very essential and called for. This heavy duty of raising the conscience of human dignity in this regard has motivated me to propose to launch a world wide campaign to dismantle the armies.
What is the necessity of the existence of armies? Is it to defend the territorial integrity of countries or to maintain the security of citizens? To defend against a military attack? Or to attack other countries, causing irreparable losses, catastrophes, damages, murder of innocent people, destruction of monuments, and losses of natural and human resources and so on?

If there was no army, how could one country from the other side of the world launch a military attack against another country in the Middle East? Is it possible to resist a heavy military invasion, weapons of mass distraction, tanks, fatal modern technology and artillery, and yet survive the very heavy damages to infrastructure and casualties to civilians, animals and plants
that inevitably arise from actions of resistance? Indeed, to have armies means to have fatal instruments in the hands of the colonialists to bully the oppressed countries. The superpower countries swallow the less powerful and undemocratic ruling governments, armed to the teeth to violate the rights of civilians, and they are backed by an army, military forces and war machinery in order to suffocate any voice of dissent. And by the use of military force these
superpowers put the people under pressure, both in and out of the country. They disgrace the dignity of humanity at home and abroad, consequently impacting on human resources.

Would it be possible for a president (such as George Bush) to assault a country, could he attack on Iraq killing tens of thousands of innocent people if he did not have military support? If the so called ”Islamic republic of Iran”- the highly criminal, terrorist, corrupt regime - was not being backed by the military, official and unofficial militants, could this regime continue to kidnap and incarcerate the best children of this territory who have been perishing by medieval methods of torture and amputation, emptied of their identity, disappearing or hanged publicly on the crane or the gallows?

When we are talking about an army, we are talking about vast sums of money, inordinately high military budgets, fatal technologies and powerful weapons cartels - implicit states whose priority is replacing and accumulating weapons instead of building the nations infrastructure. And it seems that the presidents have no choice but to follow them and be used as pawns in
their war games. When the presidents don’t follow them and want to be independent, maintaining their commitment towards good government, then conspiracies and coups d`etats could overthrow this legal national regime. If, in the third millennium, the evolution of human insight and conscience has promoted to respect and not to endanger the territorial integrity of
other countries, then there is no reason for the existence of military systems. Militaries should therefore be dissolved and their power should be transferred to independent, committed and competent judiciary systems. Can Mankind (humankind) come to this insight - that freedom loving people do not need the military?
Can the weak countries resist the military attack of super powers? Is it possible for occupied Palestine to defend itself against brutal and constant invasion of the highly equipped army of Israel with its armament of modern technology? Against missiles, atom bombs, heavy arsenal, Apache helicopters, and above all satellite Horizon 5 - which Israel very proudly announced had the capacity to read the letters of Saddam Hussein on his writing table? (This is in violation of a basic human privacy right - that even our sleeping room could be watched, and so far no protest has been filed). Certainly the weak countries cannot stand and provide resistance without sustaining very high casualties. As a result, they suffer a destroyed culture and historical monuments, vital resources, buildings and irreversible damage which can not be compensated. Recently, another example of the stubbornness of America against the UN has come to light; if someone dares to express his opinion frankly, one which is contrary to the interests of imperialist and war monger USA, then that person is a looser. Now USA has decided to replace the General Secretary of United Nations Kofi Annan - the same thing that happened to previous UN G. S. Potrous Ghali. If we Iranian people expect to remove the heinous, bloody, terrorist religious fascist Mullah regime by a referendum under the supervision of UN, how can we hope to achieve our goal as long as the implicit states, wanting to gain the support of the armies, have turned from the United Nations to United States? The agreements which receive endorsement by UN will be vetoed by super powers and enjoy no executive guarantee. In this case the UN is unable to be accountable toward us suffered and
suppressed nations.
We should first of all restore the power of the UN, then accept it as a judicial body to defend the repressed nations. The UN should not be considered as symbolic, but real power should be
restored to it from militaries and weapon cartels. The criminal element should be ousted from United Nations. The astronomical figures of expenditure, running into the billions, in military budget should be divided to three sections: one section should be delivered to the loyal, committed, progressive and independent judiciary systems. The second section should be devoted to constructive systems which teach and inform the people of their rights as dignified human beings; and the rest should be allocated to the poverty stricken countries, those who
have no access to drinking water, electricity or power. To achieve the dignity of humanity versus fatal war technology requires the abolishment of the current military institution and to disappoint the death dealers. The dictionaries should be changed and polluted words such as war, war hero and militant should be omitted. Theoretically, if we have entered the third millennium and humanity is developing and evolving, this would be possible. Dissolving armies is equal to dissolving weapons cartels is equal to replacing the expenditure of very high military budgets with giving service to the people, the nations, the real owners of assets.
We people have the right to live without war, coarseness, ruthlessness and human enmity. We have the right to choose our destiny, and the states should reflect our real choice and represent our demands and try to fulfil them. We have no need for atom bombs and nuclear power to defend ourselves. We should consider the independent, competent, committed judiciary system as our interest keeper.

In this way we can have a peaceful coexistence and achieve the basic comforts, we can empty the prisons as much as possible and turn them into museums belonging to barbaric ages. We freedom loving people don’t need soldiers equipped to the teeth with armament. The UN should be the only authority which is authorised to solve law suits filed between the states, and to sponsor the rights of nations. At the same time, they should maintain control over the judiciary system of countries, not to violate the rights of nations. For instance, in the Human Rights Commission on Iran, two regime agents named Rajai Khorasani and Hashemi are influencing and manipulating the decision of this commission in favour of the so- called “Islamic Republic of Iran” – these people should be replaced by representatives of an Iranian
nation. As our duty toward the survival of humanity, we have made up our minds to launch this movement world wide and encourage all freedom loving and progressive people to join this campaign, in order to free the future generations from military forces and relegate the despots and their military wings to history dustbin. I as human being have the right to live peacefully
and therefore should have the right to break the bayonets in order to achieve an emancipated life. The military competitions should be stopped, no more military armaments challenges, and no dealing to find a market or create a battlefield to use those weapons and no making bombs. When this practice would stop, we might be able to live as honoured creatures.

سر نيزه ها را بايد شکست!

 به انسانهای آزاده دنيا

 
زمانيکه معمّر قذافی تصميم گرفت در زراّد خانه اش را به روی ناظرين سازمان ملل بگشايد و از توليد انبوه تسليحات جنگی و تکثير آنها چشم بپوشد، مطلبی با عنوان" ارتش ها را بايد منحل کرد " تقرير کردم و امروز بيش از هر زمانی ديگر ضرورت وجودی چنين جنبشی را احساس می کنم. وظيفه سنگين ايجاد حرکت، جهت نهادينه کردن اين بينش در راستای ارتقاء حرمت انسانی، بر پائی يک کمپين جهانی رابعهده می گيريم.
زمانی که اين مبحث را مطرح کردم، همرزم هايم به من خورده گرفتند که مگر می شود بدون ارتش بود و احتمالا برداشت آنها اين بود که منظور من فقط شامل ايران می شود و به خودشان زحمت فکر کردن ندادند و به عمق اين مقوله پی نبردند.

 ضرورت وجودی ارتش چيست؟ آيا برای دفاع از آب و خاک و منافع و از همه بالاتر جان انسان های يک کشور است؟ آيا ارتش، جهت دفاع از شهروندان عليه حمله احتمالی يک کشور ديگر متجاوز است؟ آيا قرار است که کشور گشائی شود و فجايع جبران ناپذير، نابود شدن انسانها و يا ناقص شدن مردم برای تمام عمر، ويرانی ساختمانها، آثار باستانی و بربادرفتن منابع ملّی و انرژی و غيره و ذالک تکرار شود؟

 آيا اگر ارتشی وجود نداشته باشد، چگونه کشوری از آن سر دنيا به کشوری ديگر تجاوز نظامی می کند؟ آيا می توان جلوی بمب های مخرّب و تسليحات نظامی و تکنولوژی پيشرفته خطرناک را بدون دادن تلفات بسيار سنگين تا پای نابودی انسان وحيوان و گياه مقاومت کرد. پس داشتن ارتش، تيغی است در دست ستمگران، جبّاران و زورگو ها تا خود را بر ضعفا تحميل کنند.

 کشور قوی تر کشور ضعيف تر را می بلعد و دولت نا مردمی تا بن دندان مسلح حقوق شهروندانش را زير پا می گذارد و با پشتيبانی ارتش و نظامی و ماشين جنگی و خونريزی و زور سرنيزه نفس همه را در گلو خفه می کند و با قلدری و شاخ و شانه کشيدن ها دمار از روزگار مردم سرزمينش وخودی و غير خودی در می آورد، در سطح ملی و بين المللی اعتلای انسان ها را به حقارت می کشاند و ضربات جبران ناپذيری به بشريت وارد می کند.

 آيا بدون ارتش و نظامی می توان خاک کشوری را به توبره کشيد؟ جورج بوش اگر از پشتيبانی نظامی برخوردار نباشد آيا می تواند از آن سر دنيا به اين طرف به عراق حمله نظامی کند و ده ها هزاران انسان بی گناه را به نابودی بکشاند؟ اگررژيم جنايتکاران، آخوند های تا خرخره فاسد از حمايت افراد نظامی و تا بن دندان مسلّح برخوردار نباشند، می توانند بهترين فرزندان اين آب و خاک را به سياهچال های نابود کننده اسير کنند و با شکنجه های قرون وسطائی آنها را از هويت و کالبد انسانی تهی گردانند.

 زمانی که از ارتش صحبت می کنيم يعنی بودجه بسيار هنگفت سرسام آور نظامی در هر کشور، تکنولوژی مخّرب، کنسرنها و کارتل های اسلحه سازی و قدرت های دولت های مجازی. دولت های مجازی که در دنيا به جای ملت ها تصميم می گيرندو مهره ها را جا بجا می کنند و رئيس جمهور ها ابزار آنها می شوند و زندگی انسانها را به تباهی و سياهی می کشانند و چنانچه بخواهند در برابر اين قدرت ها به ايستند، زير آبشان را می زنند و با يک کودتای نظامی دولت آنها را سرنگون می کنند.

 اگر در هزاره سوّم، انسان به اين بينش رسيده که ديگر نبايد به کشور گشائی پرداخت، پس ضرورت وجودی ارتش ها برای چيست؟ بايد ارتش ها را منحل کرد و قدرت آنها را به مراجع قضائی مستقل از دولت ها سپرد. آيا انسان قرن بيست و يکم به اين بينش و آزادگی رسيده که ديگر احتياج به ارتش نداشته باشد؟ آيا کشور های ضعيف می توانند در مقابل ارتش های کشور های قوی از خود دفاع کنند؟ آيا فلسطين خون چکان می تواند در مقابل توپ و تانک با تکنولوژی بسيار پيشرفته و هلی کوپتر های آپاچی و ستلايت افق 5 اسرائيل که با افتخار از آن ياد می کنند که اذعان می کردند می توانستند نوشته های نامه صدام حسين را روی ميزش بخوانند:( اين مغاير با حقوق فردی و خصوصی انسانهاست که اطاق خوابشان هم مورد بازديد اسرائيلي هاست، مخالف با کنوانسيون حقوق بشر است و اعتراضی هم به آن نشده زيرا ارتش قوی دارد و می تواند قلدری کند) می تواند مقابله کند؟ البته که نه، جنگ به قيمت نابودی انسانها و آثار باستانی و منابع حياتی و تخريب ساختمانها و در کل فرهنگ انسانی که دچار جنگ زدگی می شوندو جبران ناپذير است، تمام می شود.

 اين روز ها دوباره گردنکشی امريکا عليه سازمان ملل يکبار ديگر خاطرنشان کرد که اگر شخصی تصميم بگيرد که عقايد خود را بدون واهمه داشتن از عواقب آن توسط امريکای جهانخوار ايراد کند، سرش را می بازد و اکنون امريکا تصميم گرفته که حسابش را با کوفی عنان دبير کل سازمان ملل که در آخرين مرحله جرئت کرد بگويد که اين سازمان ملل است و نه سازمان دول، رسيدکی کرده و او را به سرنوشت همکار قبلی اش پطروس غالی دچار سازد.

 اگر ما مردم ايران انتظار داريم از طريق رفراندم با نظارت سازمان ملل از شر هيولای رژيم خونخوار آخوندی رها شويم، چگونه می توان اين امر را از طريق سازمان ملل عملی کرد ، تا زمانيکه قدرت های مجازی با پشتيبانی ارتش و نظامی، سازمان ملل را تبديل به سازمان دول کرده اند. تصميم گيری های سازمان ملل ضمانت اجرائی ندارد، چگونه می تواند در برابر خواسته ما مردم رنج و ستم کشيده پاسخگو باشد. ما اوّل بايد قدرت سازمان ملل را به آن برگردانيم و بعد بخواهيم که سازمان ملل مرجع بالاتری از قوه قضائيه در کشور ها جهت دادستانی برای ملل سرکوب شده باشد. بايد سازمان ملل را از اين حالت سمبوليک خارج کرد و قدرت واقعی را از دست کارتل های اسلحه سازی و نظامی گری گرفت و به مرجع آن، سازمان ملل داد. بايد دست جنايتکاران را از سازمان ملل کوتاه کرد.

 بايد هزينه های سرسام آور ميلياردی نظامی ارتش ها را به سه بخش تقسيم کرد؛ يک بخش را به قدرت بخشيدن دستگاه قضائی مستقل و مترقّی و متعّهد کشور ها سپرد و بخش دوّم را به آموزش سيستماتيک حقوق انسانها در کشور ها اختصاص داد و بخش سوّم را به ديگر کشور های فقير و مردمی که حتّی از داشتن آب آشاميدنی محروم هستند، بخشيد.
تنها با انحلال ارتش ها می توان برتری انسانها را بر آهن آلات بسيار گران و بسيار مخرّب و سوداگران فاقد ارزش ها انسانی، احيا کرد و اقتدار انسانيت را ارتقا داد. بايد فرهنگ لغات را تغير داد و واژه های مرد جنگی و جنگ آوری و نظامی گری را از آنها زدود اگر به هزاره سوّم و تکامل انسانيت قدم گذاشته ايم .

 انحلال ارتش ها برابرست با انحلال کارتل های اسلحه سازی، برابرست با هزينه کردن بودجه بسيار سنگين آنها در راستای خدمت به مردم، به ملت ها به صاحبان اصلی سرمايه ها. ما انسانها حقّ داريم که بصورتی انسانی بدور از جنگ و خشونت و انسان ستيزی زندگی کنيم. ما انسانها حقّ داريم که سرنوشت خود را خود در دست گيريم و دولتها نمايندگان واقعی ما مردم زحمتکش باشند. ما انسان ها احتياج به بمب های اتمی برای مقابله و دفاع از خود نداريم. ما انسانها بايد حافظ منافع خود را ، قوه قضائيه متعهّد و مستقل ببينيم تا بلکه بتوانيم بدون دغدغه خاطر، و با رفاه لازم در کنار يکديگر زندگی کنيم، تا بتوانيم زندانها را هرچه خالی تر کرده و آنها را تبديل به موزه های تاريخ بربريت کنيم. ما انسانهای آزاده احتياج به ارتش های تا بن دندان مسلّح نداريم. تنها سازمان ملل بايد دعوی حقوقی بين کشور ها را حل کند و حافظ منافع ملل باشد. و دستگاه های قضائی کشور ها را تحت کنترل در آورد تا از تحقير و سرکوبی حقوق انسانها جلوگيری کند. سازمان ملل بايد قدرت منبعث از ملل را بدست آورد و نه حافظ منافع دولت ها باشد . بطور مثال در کميسيون حقوق بشر بخش ايران دو نفر از عوامل رژيم آخوندی به نام های رجائی خراسانی و هاشمی در آن نباشند، بلکه نمايندگان مردم ايران بايد آنها را جايگزين کنند.

 به عنوان وظيفه خود در قبال بشريت تصميم گرفتيم که اين جنبش ضد ارتش را جهانی کنيم و از تمام انسانهای آزاده و مترقّی انتظار داريم که به اين کمپين بپيوندند، بلکه بتوان نسلهای آينده را از وجود نيروی نظامی پالوده کرد و همراه با رژيم های استبدادی بال نظامی آنها را هم به زباله دان تاريخ سرازير کرد. بجای شخم زدن انسانها بايد زمينها را برای کشاورزی شخم زد. من انسان، حق دارم که در صلح و صفا زندگی کنم. سرنيزه ها را بايد شکست تا رها شويم. رقابتهای تسليحاتی را بايد نابود کرد. ارتش که نباشد رقابت تسليحاتی و بکار گيری تسليحات جنگی و باز توليد آنها و پيدا کردن بازار و ميدان استفاده برای آنها و ساختن بمب های اتمی، متوقف خواهند شد. بلکه بتوان مثل اشرف مخلوقات زندگی کرد.
