Alaska Laws violating US Constitution

To:  Federal Constitution oversight U.S. Congress

It concerns an Alaska State Law & Hunting regulation & restriction that the state of Alaska implements to regulate Aliens and foreign Nationals radically different and prejudicial versus the treatment of US Nationals & State Residents undertaking the same and identical activity.

Under this Alaska State hunting regulation foreign nationals non-resident Aliens have been , and will be prosecuted by using and Implementation of the Federal Lacey Act, whereas State residents or US Nationals cannot and will not be prosecuted when committing the same act(s).
In known cases Federal Jail sentences of more than 28 months have resulted from the Alaska prejudicial regulations.

Can you help me in composing a Petition for a Grand Jury & Trial by Jury to rectify this abuse by the State of Alaska and the horrific violation of Constitutional Law & Civil Rights this Law results in ?
