Call for Release of three Bloc 8406 members

To:  To the U.N. Human Rights Council, U.S. Congress, European Parliament, Australian Congress, Canadian Congress, International Human Rights Organizations, Amnesty International and News Media; To the Government of the Social Republic of Vietnam; To Respected Ladies and Gentlemen,

We, freedom and human rights supporters in the world, sign this petition to urge the Hanoi authorities to immediately release three Bloc 8406 members named below:

1. Nguyen Ngoc Quang, born 1962 and a interior decorator, reside in 8th District, Saigon, member of Bloc 8406
* Detained: Sept 2, 2006 at B34 Prison, 237 Nguyen Van Cu, district 1, Saigon.

2. Vu Hoang Hai, born 1965, reside in 4th District, Saigon, member of Bloc 8406
* Detained: Sept 5, 2006 interrogated, beaten, neck injury

3. Pham Ba Hai, born in 1968 and a businessman, reside in Hoc Mon District, Saigon, member of 8406 group, stopped travel to India for work due to the arrest
* Detained: Sept 8, 2006 in Thai Binh then transported to B34 prison, 237 Nguyen Van Cu, district 1, Saigon.

Without official notification of charges, the three cyber-dissidents have been held since September 2006 for involving the "propagandizing against the people's government."

Mr. Nguyen Ngoc Quang, Mr. Vu Hoang Hai, and Mr. Pham Ba Hai should be freed, as all they did was give interviews for foreign radio stations in which they voiced support for the bloc 8406, a Vietnamese pro-democracy movement.

The Hanoi authorities has repeatedly violated the International Human Rights Law and the Vietnamese Constitution as they detained and imprisoned the three Bloc 8406 members who practiced the peaceful exercise of their rights to seek, receive and impart ideas, to support the pro-democracy movement in Vietnam.

We therefore call on the Social Republic of Vietnam to immediately stop the brutal fashion to free them all at once.

We urge you to intercede with your government with raising voice to obtaining their immediate release.

Chúng tôi là những yêu chuộng Tự do và Nhân quyền khắp nơi trên thế giới, đồng ḷng kư tên để yêu cầu nhà cầm quyền Hà nội ngay lập tức thả 03 thành viên Khối 8406 có tên sau:

1. Nguyễn Ngọc Quang, sinh năm 1962, nghề trang trí nội thất, ngụ tại Quận 8, Sài G̣n, thành viên Khối 8406
* Ngày bị bắt giam: 2/9/2006, trại giam B34, 237 Nguyễn Văn Cừ, Quận 1, Saigon.

2. Vũ Hoàng Hải, sinh năm 1965, ngụ tại Quận 4, Sài G̣n, thành viên Khối 8406
* Ngày bị bắt giam: 5/9/2006, bị tra tấn nứt xương cổ

3. Phạm Bá Hải, sinh năm 1968, doanh nhân làm việc tại Ấn Độ, ngụ tại, Hóc Môn, Sài G̣n, thành viên Khối 8406
* Ngày bị bắt giam: 7/9/2006 tại Thái B́nh sau đó chuyển về trại giam B34, 237 Nguyễn Văn Cừ, Quận 1, Saigon.

Không có giấy tờ cáo trạng về tội danh nào, cả ba nhà bất đồng chính kiến đă bị giam suốt 19 tháng qua v́ bị cho là “tuyên truyền chống lại chính quyền nhân dân.”

Các ông Nguyễn Ngọc Quang, Vũ Hoàng Hải, và Phạm Bá Hải cần phải được tự do, những việc họ làm đơn giản là trả lời phỏng vấn đài nước ngoài để nói lên sự ủng hộ đối với Khối 8406, một tiến tŕnh dân chủ Việt Nam.

Hành động giam giữ trái phép ba thành vên 8406, những người đă sử dụng quyền lợi chính đáng cách ôn ḥa để t́m kiếm, thu nhận, và truyền đạt thông tin và ư kiến nhằm thúc đẩy tiến tŕnh dân chủ ở Việt Nam, nhà cầm quyền CS Việt Nam đă bất chấp sự bất b́nh của thế giới, liên tục vi phạm Hiến chương Nhân quyền Liên Hợp Quốc và vi phạm Hiến pháp CHXHCN Việt Nam.

Chúng tôi yêu cầu Nhà nước CHXHCN Việt Nam chấm dứt ngay những hành vi bạo ngược và thả họ ngay lập tức.

Chúng tôi kêu gọi quư vị hăy liên lạc với chính phủ của quư vị lên tiếng nói hầu mong ba nhà bất đồng chính kiến này được thả ngay.
