To: California Energy Commission: We the citizens of California urge you to reconsider your September 28, 2007 approval of Russell City Energy Center, the consideration of the East Shore Power Plant, and to require the applicant to the following procedures applicable to a new application, including providing the County of Alameda and the City of Hayward, among other applicable agencies, appropriate notice. We disagree with this project and urge that it is mitigated.

To: City of Hayward: we urge you to take all steps to set aside this contract with the Russell City Energy Center which you have entered into without reviewing with the public the specifics of the Russell City Energy Center and to decline the construction of the East Shore Power Plant; which has left residents without the representation of their legislators or the advocacy of the City staff to protect public interest. We demand that all alternatives be examined and adequate mitigations are adopted.
