01 A Bill to Strengthen Weak New Mexico Drivers License Law to Help Save Lives |

To: New Mexico Governor; New Mexico Legislature; U.S. CongressWe Need Legislation to Strengthen the Weak and Dangerous New Mexico Drivers Licensing Laws and System. We need this in order to save innocent lives!

We “the people” listed here are dissatisfied and will no longer accept the current New Mexico (NM) Motor Vehicle Drivers Licensing Laws and Systems.
We know that this system fails to require all legally licensed NM drivers to live to the same fair standards of responsibility and accountability. We know that this system allows NM licensed drivers who do not want to share in all the associated costs and liability to easily opt out. We know that many New Mexicans opt out and they are being allowed by NM to maintain full driver licensed status.
We believe that people usually value only that which they invest in and have ownership in. We believe that this reality governs people’s thoughts and behaviors.
We know that those who are not willing to meet all standards of responsibility and accountability should be issued a Motor Vehicle Department (MVD) Identification Card and not a NM Drivers License.
We know that since the high and higher-risk licensed drivers of New Mexico can easily avoid the additional and increased cost of auto liability insurance, they are doing so. We know that the more responsible citizens are paying the costs (financial and others) due to those who opt out.
We know that high and higher-risk people tend to choose high and higher-risk behaviors.
We believe that these high-risk behaviors manifest every day on our NM and U.S. roads and highways.
We know that the weakness in this NM system places all of the citizens of New Mexico and the United States at a substantially increased risk as they travel!
We “the people” want this system fixed and strengthened now!
We petition the Governor and the Legislature of New Mexico to immediately pass legislation to strengthen this system and subsequently save lives.
We believe that legislation should be passed that requires all New Mexico Drivers License applicants and holders to:
1) Show and maintain proof of auto liability insurance in the applicant and holder’s name; SSN; and DLN. (Similar to the requirements established in North Carolina and other States)(To include a MVD database frequently updated and cross referenced with all applicable insurance companies and made readily available to all law enforcement)
2) Show a valid Social Security Number (SSN) or IRS equivalent and proof of legal residence.
3) Surrender their Drivers License and associated Vehicle Registrations immediately after dropping personal auto liability insurance. (Dropped personal insurance should always equal Invalid Drivers License) (The only exception might be if person is listed on Business / Fleet insurance and operates “Fleet Vehicles Only” and no personal vehicles)
We believe that this legislation should couple the above requirements with strict, uniform, and mandatory minimum penalties for:
1) Driving without personal auto liability insurance. (Insurance in the licensed Driver’s name and identification number)
2) Driving without a valid Drivers License. (If suspended for any reason (e.g., dropped insurance)
3) Driving under the influence of Drugs or Alcohol.
We believe that all of these offenses should mandate an immediate arrest and a minimum jail time sentence plus fine for first offense. We believe that the minimum associated fines should be at least 110\% the cost of a six-month renewable auto liability policy for the no insurance and invalid drivers license offenders.
We believe that repeat offenders should receive a more lengthy and mandatory jail sentence coupled with higher fines and mandatory vehicle impoundment.
We know that these changes will help establish a needed culture of personal responsibility and accountability on our NM and United States roads and highways.
We know that these changes will most assuredly help save the lives of Many Innocent Men, Women and CHILDREN! (Note: over 40,000 U.S. killed annually with many more seriously injured)
We believe that these changes will also help increase “Home Land Security.”
We believe that changes and standards such as these should be implemented immediately in New Mexico and in any of the other 49 States that have yet to do so. We do drive across State Lines and should not be forced to experience a significant increase in risk for simply crossing a State Line.

These proceeds include money from Beth Giblin’s (Carlsbad Municipal School District) Life Insurance / Accidental Death Policy. This initiative is in no way sponsored by any political party or organization not listed here. The only motive is to help save yours, your family’s, and everyone’s life on the road.
