At this time there is currently no way to regulate the agencies that are set up to match up Canadian Families with Live-in Caregivers.
The Canadian Government should have in place a licensing system allowing agencies to bring foreign workers such as nannies and caregivers for the Live-in Caregiver Program in Canada. To protect all involved this licensing process should be administered by an independent non-government related, non-profit and independent organization.
Agencies should first need to meet eligibility criteria to be able to administer the Live-in Caregiver Program in Canada. These agencies should also be required to screen and select both families/employers and caregivers/nannies as program participants according to selection criteria stated in set regulations.
All caregivers/nannies and selected families need to receive specific information and orientation from the agency. Agencies should monitor the Family/Caregiver placement for its duration, to ensure that laws are being abided and contracts are being held. By auditing agencies annually, using an independent organization, we can ensure compliance with set procedures and reporting requirements.
