هل لنا الحق في انتخاب ممثلينا

اضطرالكثير من العراقين لمغادرة الوطن الى المنافي في مختلف بلدان العالم نتيجة للقمع والأستبداد الذي كان سائدا أيام حكم النظام الصدامي المنهار، ضمت هذه الجمهرة الكبيرة من العراقين، أعداد غير قليلة من الكفاءات العلمية والتقنية التي واصلت نشاطها في الخارج مستفيدة من الفرص المتاحة مما أدى الى بروز أعداد منها كرجال أعمال ناجحين وباحثين مرموقين ، وضمت هذه الشريحة أعداد كبيرة من السياسين والمناضلين الشجعان الذين قارعوا النظام في داخل العراق وأضطروا الى الخروج من العراق لأنقاذ أرواحهم من بطش النظام المجرم.

اليوم وبعد سقوط النظام الدموي وبروزآمال كبيرة لبناء نظام جديد مبني على أسس العدالة والديمقراطية وحقوق الأنسان والتداول السلمي للسلطة، نظام دستوري تعددي يضمن حقوق جميع العراقين بالتساوي، نساءا و رجالا وبمختلف قومياتهم وأديانهم وطوائفهم.

من هذا المنطلق نشعر إن عدم مساهمة عراقيو الخارج في الأنتخابات والترشيح يمثل خلل كبير في العملية الديمقراطية المقبلة ، ويحرم جزء كبير وفاعل من المجتمع العراقي من أبسط حقوقه الدستورية، وهي حق الأنتخاب والترشيح، وإن الحجج والمبررات المطروحة لتفسير عدم إشراك العراقيين بالخارج في الأنتخابات غير مقبولة ، لأنها جميعها يمكن حلها. ومن المبررات الرئيسية التي طرحها المسؤولون العراقيون ، أن الجانب التقني واللوجستي غير متوفر للقيام بأحصائهم وجمع أصواتهم وذلك بسبب عدم وجود سفارات ومكاتب قنصليه في معظم دول العالم، يضاف الى ذلك نقص الموارد المالية.

لغرض إنجاح الأنتخابات العراقية ولفتح المجال أمام كل العراقين للمشاركة فيها وحتي تكون بدا ية طيبة لنظام ديمقراطي عادل ، ندعوا المسؤولين العراقين وممثلي الأمم المتحدة المسؤولين عن الأنتخابات، وممثلي حكومات التحالف الى العمل لأجل تسهيل مشاركة عراقي الخارج في العملية الأنتخابية، وندعوا كافة العراقبين في كل دول العالم بمختلف إنتمائاتهم ، وأعراقهم ، وأديانهم الى رفع أصواتهم عاليا لأخذ حقهم الأنتخابي، وكذلك ننتظر تطوعهم للمشاركة والمساعدة في إحصاء وجمع أصوات العراقين المتواجدين في دولهم.

نحن في بداية عهد جديد، ونظام جديد فلنعمل معا لغرض ضمان الحق الدستوري لكل لعراقين ، وبناء نظام ديمقراطي عادل يحقق الرفاهية للجميع.

ونحن في هذه اللجنة سنبدا ببرنامج طموح وفاعل لضمان حقوقنا في المشاركة في الانتخابات القادمة وذلك بالقيام بحملة لقاءات مع مسؤولين عراقيبن ومسؤولين من الامم المتحدة والقيام بجمع التواقيع وتسهيل عملية الاحصاء وتوزيع الاستمارات ومساعدة الجهات المسؤولة لتسهيل هذه العملية التاريخية.

DO WE HAVE THE RIGHT TO ELECT OUR OWN REPRESENTATIVES?
Countless Iraqis were forced to leave their homeland to countries of refuge to escape the tyranny and oppression that was prevalent during the rule of the deposed dictator Saddam Hussein. The huge numbers included many who possessed scientific and technical skills who continued their activities abroad as they took advantage of available opportunities to become successful businessmen and outstanding researchers. There was amongst them also large numbers of courageous political activists who struggled against the tyranny inside Iraq but were forced to flee to save themselves from the criminal retribution of the regime.
Today, and after the collapse of the bloody regime, hopes are high that a new order will be built on the foundations of justice, democracy, human rights, peaceful transfers of authority -- a pluralistic constitutional order that secures the rights of all Iraqis equally, men and women, and running the gamut of all nationalities, religions, denominations and ethnic groups.
From this we conclude that the nonparticipation of the Iraqis abroad in the nomination and election process represents a big failure in the coming democratic process and precludes and denies a large and active segment of its simplest constitutional rights. This includes the prohibition of nomination and voting in elections. The reasons and excuses given for not including the émigré population to participate in the elections are not acceptable since all can be easily overcome and resolved. Some of the justifications for the denials, as expressed by Iraqi officials, are the absence of technical and logistical means to take a census and count votes since there does not exist now embassies and consular services in most countries of the world. Added to that is the lack of funds.
In order to make the election a success and to give all Iraqis a chance to participate, so as to give a jumpstart to a just democratic regime, we call on Iraqi officials, the UN representatives overseeing the elections, and the representatives of the allied governments to expedite the inclusion of Iraqis abroad in the elections. We also call on Iraqis throughout the world to raise high their voices demanding their rights to cast their votes. We also expect them to take a thorough census of our people in their particular countries of emigration and to help in the vote’s cast.
We are at the doors of a new era and a new order. Let us all work together to secure constitutional rights for all Iraqis and build a just democratic order that achieves prosperity for all.
We in this committee will initiate an active and promisingly hopeful program to assure our inclusion in the coming elections. We are going to meet with officials of the Iraqi government, the UN, and start to collect signatures, expedite the census taking, distribute the necessary forms and aid in every conceivable way in this historic event.
