Liberty: The 51st State

There are 1.7 million people in a region encompassing the South Side of Chicago and the northwest corner of Indiana. That population base is greater than Alaska, Delaware, Hawaii, Idaho, Maine, Montana, New Hampshire, North Dakota, Rhode Island, South Dakota, Vermont and Wyoming. That population base has 12 governors and 24 U. S. Senators.
We are the 51st State.

WHEREAS, representation that reflects citizens' concerns was at the heart of theoriginal 13 colonies' revolt from England;
WHEREAS, as the architects of the United States Government, the Founding Fathers
showed their commitment to representation by creating the three branches of government, and
by further dividing the Legislative branch into two houses;
WHEREAS, the history of this nation, and its unique legacy to governments throughout the world, demonstrates that representation of the people is the most sure way to preserve freedom;
WHEREAS, citizens in the more populated areas of northernwestern Indiana, specifically, Lake County, and citizens in the more populated areas northeastern Illinois, specifically, Cook County, Illinois, have many interests that stand in stark contrast to the interests of other areas of their respective states, which feel they do not have the influence on state policymaking that citizens of these regions should enjoy;
WHEREAS, Article IV, Section 3 of the United States Constitution states in part, "New
States may be admitted by the Congress into this Union; but no new State shall be formed or
erected within the Jurisdiction of any other State; nor any State be formed by the Junction of
two or more States, or parts of States, without the Consent of the Legislatures of the States
concerned as well as of the Congress";
WHEREAS, the creation of a separate state, consisting of the northwestern portion of the
present state of Indiana with a northern boundary stretching east and west across Lake Michigan and formally known as Lake County, combined with the southern portion of Cook County, Illinois, with a northern boundary stretching in a southwesterly direction from the beginning point of Interstate 55 in Chicago, Illinois and encompassing the First and Second Congressional Districts, would provide the citizens of what is presently Lake County, Indiana and Cook County, Illinois increased access to their state government; and
WHEREAS, the creation of a new state from the states of Indiana and Illinois requires the consent of the Indiana and Illinois Legislatures and the United States Congress;
NOW, THEREFORE, BE IT RESOLVED that the citizens of Lake County, Indiana and the citizens of certain portions of Cook County, Illinois hereby give notice to the Legislatures of the respective states of its desire for the creation of a new state from the present states of Illinois and Indiana, consisting of the northwestern portion of the present state of Indiana with a northern boundary stretching east and west across Lake Michigan and formally known as Lake County, combined with the southern portion of Cook County, Illinois, with a northern boundary stretching in a southwesterly direction from the beginning point of Interstate 55 in Chicago, Illinois and encompassing the First and Second Congressional Districts,
BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Speaker of
the United States House of Representatives, the Majority Leader of the United States Senate,
the Governors of the states of Indiana and Illinois, and to the respective state's congressional delegations.
