Cell Phone Chargeback petition

Who this petition effects: 1) Cell phone carriers 2) Cell phone solicitors 3) prank callers 4) Unwanted callers
Petition Statement: I would like to have cell phone companies to adopt a feature on every cell phone which will allow the recipient of any call, or text message to push a button on their phone to charge the call back to the sender.
This would put a stop to unsolicited cell calls that waste millions of minutes of cell time at the public’s expense.
