ΔΙΑΜΑΡΤΥΡΙΑ ΠΟΛΙΤΩΝ ΓΙΑ ΤΗΝ ΑΠΟΦΑΣΗ
ΑΠΟΧΩΡΗΣΗ ΤΟΥ ΔΗΜΟΥ ΠΕΙΡΑΙΑ ΑΠΟ ΤΟ ΔΙΚΕΠΑΖ
10 ΦΕΒΡΟΥΑΡΙΟΥ 2009

Οι ζωόφιλοι πολίτες του Πειραιά αλλά και όλης της Ελλάδας διαμαρτυρόμαστε για την απόφαση του Δημοτικού Συμβουλίου του Δήμου Πειραιά, να αποχωρήσει ο Δήμος από τον Σύνδεσμο Περιβάλλοντος ΠΕ.ΣΙ.ΔΑ.Π και από το ΔΙΚΕΠΑΖ -μετά την απώλεια της πλειοψηφίας στο Δ.Σ. του ανωτέρω φορέα .

Το ΔΙΚΕΠΑΖ αποτελεί το Πρώτο στην Ελλάδα Διαδημοτικό Κέντρο Περίθαλψης Αδέσποτων Ζώων που λειτουργεί από το 2003 και έχει 11 μέλη-Δημους: Πειραιάς, Νίκαια, Κερατσίνι, Κορυδαλλός, Χαϊδάρι, Ίλιον, Αγία Βαρβάρα, Πέραμα, Μοσχάτο, Άγιος Ιωάννης Ρέντης, Δραπετσώνα και πραγματοποιεί περισυλλογή αδέσποτων ζώων, κτηνιατρικούς ελέγχους, εμβολιασμούς, στειρώσεις και υιοθεσίες.

Γνωρίζουμε πολύ καλά ως ενεργοί εθελοντές για τα αδέσποτα τις ελλείψεις και τα προβλήματα που αντιμετωπίζει το ΔΙΚΕΠΑΖ. Γνωρίζουμε πολύ καλά το ότι όντως θα μπορούσε ήδη να αποτελεί ένα αξιοζήλευτο ΠΡΟΤΥΠΟ Κέντρο Περίθαλψης Αδέσποτων Ζώων.

Όμως επίσης γνωρίζουμε και πιστεύουμε ότι αυτή η κίνηση είναι παντελώς αψυχολόγητη προερχόμενη το Δήμαρχο κο Φασούλα και τον αντιδήμαρχο Περιβάλλοντος, το κο Βρόντο, ο οποίος ανέλαβε τα καθήκοντά του ΜΟΛΙΣ ΠΡΙΝ 10 ΜΕΡΕΣ, και παρ όλα αυτά κατάφερε να πάρει μια τόσο βαρύνουσα απόφαση συμπορευόμενος με τις αποφάσεις του προκατόχου του κου Αντωνάτου!

Πιστεύουμε ότι η ενέργεια αυτή οπωσδήποτε θα αφήσει εκτεθειμένα τα αδεσποτάκια της πόλης, εφ όσον δεν προβλέπεται & ούτε έχει εγκριθεί ΧΡΗΜΑΤΟΔΟΤΗΣΗ και το κυριότερο δεν υπάρχει η κατάλληλη κτιριακή υποδομή,. Ο Δήμος και η Νομαρχία Πειραιά ως γνωστό αντιμετωπίζουν τεράστια οικονομικά προβλήματα και θεωρούμε αδύνατο να ανταπεξέλθουν στο κόστος κατασκευής και συντήρησης καταφυγίου αδέσποτων ζώων στους επόμενους μήνες!

Φήμες,δε, έχουν προκαλέσει αναστάτωση στην Ελληνική Κοινωνία καθώς ακούγονται πολλά :
Α. περί χαρακτηρισμού των αδέσποτων ως επικινδύνων με αποτέλεσμα την άμεση ευθανασία τους.
Β. περί καταγραφής των αδέσποτων –για τα οποία ο κάθε Δήμος επιδοτείται- και στη συνέχεια απομάκρυνσής τους από τη πόλη του Πειραιά για να μην ενοχλούνται ορισμένοι εκλεκτοί συμπολίτες μας.
Γ. περί μετακίνησης των αδέσποτων στη Ψιτάλεια, ένα νησί έρημο –χωρίς καμία εγκατάσταση ή πρόβλεψη ούτε για ζώα ούτε για ανθρώπους.

Για τους λόγους αυτούς ΠΡΟΕΙΔΟΠΟΙΟΥΜΕ:
-ΔΕΝ ΘΕΛΟΥΜΕ ΚΑΙ ΔΕΝ ΠΡΟΚΕΙΤΑΙ ΝΑ ΔΟΥΜΕ ΦΟΛΕΣ ή ΚΟΜΜΕΝΑ ΓΥΑΛΙΑ ΣΤΗ ΤΡΟΦΗ ΤΩΝ ΑΔΕΣΠΟΤΩΝ.
-ΔΕΝ ΘΑ ΑΝΕΧΤΟΥΜΕ ΚΑΚΟΠΟΙΗΣΕΙΣ ΤΩΝ ΑΔΕΣΠΟΤΩΝ ΜΑΣ.
-ΔΕΝ ΘΑ ΑΝΕΧΤΟΥΜΕ ΜΕΤΑΚΙΝΗΣΗ ή ΕΞΑΦΑΝΙΣΗ ΤΩΝ ΑΔΕΣΠΟΤΩΝ ΜΑΣ.

Για τους λόγους αυτούς ΠΡΟΤΕΙΝΟΥΜΕ
-ΝΑ ΜΗΝ ΑΠΟΧΩΡΗΣΕΙ Ο ΔΗΜΟΣ ΠΕΙΡΑΙΑ ΑΠΟ ΤΟ ΔΙΚΕΠΑΖ τουλάχιστον μέχρι να ΕΞΑΣΦΑΛΙΣΤΕΙ Ο ΝΕΟΣ ΟΡΓΑΝΩΜΕΝΟΣ ΚΑΙ ΠΛΗΡΩΣ ΛΕΙΤΟΥΡΓΙΚΟΣ ΧΩΡΟΣ που επικαλείται τώρα ο ΔΗΜΟΣ και τον οποίο απαιτούμε να δούμε εντός των επόμενων ημερών
-Να ενημερώσει άμεσα ο ΔΗΜΟΣ για τα σχέδια του για τα αδέσποτα.
-Να συνεργαστεί ο ΔΗΜΟΣ με τις αρμόδια φιλοζωικά σωματεία ώστε να μπορέσει να δοθεί η καλύτερη δυνατή λύση (ΚΑΘΩΣ ΜΕΧΡΙ ΤΩΡΑ ΑΡΝΕΙΤΑΙ ΤΗ ΣΥΜΜΕΤΟΧΗ ΤΟΥΣ ΣΤΑ ΔΗΜΟΤΙΚΑ ΣΥΜΒΟΥΛΙΑ).

Εμείς δεν θα αφήσουμε κανένα να δράσει ανεξέλεγκτα για άλλη μια φορά εις βάρος των αδέσποτων ζώων. Μαζεύουμε υπογραφές, έχουμε ήδη τη σύμφωνη γνώμη χιλιάδων πολιτών ενώ σε περίπτωση εγκατάλειψης των αδέσποτων από την πλευρά των υπεύθυνων-ανεύθυνων δήμων θα προβούμε σε νομικές δράσεις και θα απαιτήσουμε παρέμβαση ΕΙΣΑΓΓΕΛΕΑ.

CITIZENS PROTEST AGAINST THE
BREAKAWAY OF PIRAEUS MUNICIPALITY FROM DIKEPAZ & PESIDAP

10 FEBRUARY 2009

Zoophile citizens of Piraeus and Greece protest against the decision of the Council of the Municipality of Piraeus to breakaway from the Environmental Association PE.SI.DA.P and from DI.KE.PAZ especially after their loss of majority in the Administrative Council of the above mentioned organizations.

DIKEPAZ constitutes the first intra-municipal Care Centre for Strays in Greece which has been functioning since 2003 and has 11 members-municipalities: Piraeus, Nikaia, Keratsini, Korydallos, Chaidari, Ilion, Ag.Varvara, Perama, Moschato, Ag.Ioannis Rentis, Drapetsona. Dikepaz collects stray animals, performs veterinary checks, vaccinations, neuterings and spayings as well as adoptions.

As active volunteers, we are well aware of the shortages as well as the problems that DIKEPAZ faces daily. We are well aware of the fact that it could already have become an envied model of Care Centres for Strays.

Still, we are well aware of the fact and we hold the conviction that this action of breaking away is completely impolitic coming from the part of the mayor Mr Fasoulas and his vice mayor, responsible for matters of the Environment, Mr Vrontos, who –even though having taken office for no more than 10 days- has already managed to come to such a weighty decision following the path set by his predecessor mr Antonatos!

We strongly believe that this action leaves exposed the strays of this city as NO FUNDING has been conjectured or approved and NO appropriate HOUSING INFRASTRUCTURE exists. The Municipality of Piraeus faces huge financial problems and we consider it impossible for them to measure up to the cost of construction and maintenance of a strays’shelter within the next few months.

Rumors have also caused great distress in the Greek Community as a lot is said about:
Α. Intentional characterization of most strays as “dangerous” with immediate result euthanasia.
Β. recording the strays of the city , for which the municipality will absorb a huge subsidy and then their removal from the city of Piraeus so that few distinguished citizens are not bothered by their presence.
Γ. moving the strays to Psitaleia, a desolate island, with no infrastructure or provision for animals or people.

For all these reasons we FOREWARN:
-WE DO NOT WANT TO SEE AND WE WILL NOT SEE ANY POISON OR BROKEN GLASS IN OUR STRAYS’ FOOD.
-WE WILL NOT TOLERATE ABUSE AGAINST OUR STRAYS.
-WE WILL NOT TOLERATE THE TRANSLOCATION OR EXTERMINATION OF OUR STRAYS.

For all these reason we PROPOSE:
-that the Municipality of Piraeus does not breakaway from DIKEPAZ at least until the new organized and fully functional care centre operates –the one that the Municipality is now adducing (and which will obviously be ready in ten years from now)
-that the Municipality informs us immediately of their plans for strays.
-that the Municipality cooperates with the qualified organizations for strays until the best possible solution is provided (keeping in mind that up to now the Municipality bans such organizations from their Board Meetings)

We are determined not to let anyone act uncontrollably once more against our strays. We collect signatures and in case of any sign of neglect or abuse from the part of the responsible-irresponsible municipalities we will take further legal actions and we will demand the District Attorney’s interference.
