Letter Regarding Internal Investigations to Orlando Police Chief Val Demings

To:  Orlando Police Chief Val Demings

Dear Chief Demings,

In light of the recent controversies surrounding excessive use of force and investigations by the Internal Affairs Division of the Orlando Police Department, we the Citizens, residents, visitors and friends of the City of Orlando, demand that changes be made to the procedures for handling complaints against Orlando Police Officers and employees of the Orlando Police Department.

The following changes must be made immediately to insure accountability, transparency and fairness within the agency most responsible for keeping the City of Orlando Safe:

1.First and foremost, Every Complaint about an employee
needs to be logged into a Chief's Complaint Log.
a)This log book will contain all complaints, regardless
of their validity or outcome. All supervisors and/or
investigators will utilize this method when handling
complaints against personnel.
b)The log book will be a permanent record, transparent to
the public and will be monitored by the Police Chief and
the Citizens' Police Review Board.

2.The Citizen's Police Review Board inquiries and
recommendations are to be valued.
a)A written explanation by the Chief of Police needs to be
on record when conclusions and disciplinary actions are
different than that of the Review Board.
b) Review Board to have subpoena power.

3.Complete reassignment of all Internal Affairs Management and
Investigators.

4.All Internal Affairs investigation procedures to be strictly
adhered to insure the rights of Officers and citizens are
being met.

5.Absolutely No Purging of Internal Investigation files.

6.All complaints and conclusions of investigations to be made
part of employees permanent Personnel file.

7.Retraining of all Enforcement Personnel in the areas of:
a) Use of Force
b) United States Bill of Rights
c) Interpersonal Skills

Without these changes, the Police Department is simply allowing negligence and illegal behavior to continue and go unchecked. Not properly policing Police personnel will surely lead to larger internal problems, and will
subject the public to unnecessary and unlawful harm.

In order to form partnerships and trust with the community, the Agencies which govern and enforce laws must be accountable and must protect basic human rights.
