Stop European Union Money being used for Terrorist Acts against Israel

Since 2001 to date the EU has been financing about 10\% of the Palestinian Authority budget. This PA budget has been used, among other things, to finance terrorist activities that have caused the death and wounding of hundreds of Israeli citizens.

Evidence of the PA involvement in financing terrorist activities is found in the documents captured by the Israel Defense Forces in the offices of the PA. The material shows letters, personally signed by Arafat, with instructions to the PA Ministry of Finance to transfer payment to terrorist organisations.

Though we are certain that the intention of the European Union never was that her budgetary aid to the PA was to support terrorist activities, it cannot be denied that the EU control mechanisms on the PA expenditure have been inadequate.

We, the undersigned, citizens of the European Union, together with others who share our concern on this serious issue, ask the institutions of the European Union:

1. To accept responsibility for the EU's indirect financing of terrorist activities against Israel.
2. To ensure proper guarantees that any further EU financial aid to the PA will not be used for terrorist activities.
3. To withhold any further budgetary aid to the PA as long as no adequate control mechanisms exist.

Arrêtez de donner l'argent de l'Union Européenne pour des actes terroristes contre Israël

Au Parlement Européen, à la Commission Européenne et au Conseil de l'Union Européenne.

Depuis 2001 jusqu'à ce jour, l'Union Européenne a financé environ 10\% du budget de l'Autorité Palestinienne. Ce budget de l'Autorité Palestinienne a été utilisé, entre autres, pour financer des activités terroristes qui ont causé la mort et les blessures de centaines de citoyens Israéliens.

L'évidence de l'implication de l'Autorité Palestinienne dans le financement d'activités terroristes est fondée sur les documents capturés par les Forces de Défense Israéliennes dans les bureaux de l'Autorité Palestinienne. Ces documents montrent des lettres, signées personnellement par M. Arafat, avec des ordres au Ministre des Finances Palestinien, pour virer un payement aux organisations terroristes.

Bien que nous soyons certains que l'intention de l'Union Européenne n'ait jamais été que son aide budgétaire à l'Autorité Palestinienne soit destinée à supporter des activités terroristes, il ne peut être nié que les mécanismes de contrôle européens sur les dépenses Palestiniennes ont été inadéquats.

Nous, sous-signés, citoyens de l'Union Européenne, ensemble avec toutes les personnes qui partagent notre intérêt sur cette question sérieuse, demandons aux Institutions de l'Union Européenne:

1.D'accepter la responsabilité de l'Union Européenne dans le financement d'activités terroristes contre Israël.
2.De s'assurer de garanties véritables pour qu'aucune aide financière supplémentaire de l'Union Européenne à l'Autorité Palestinienne ne soit utilisée pour des activités terroristes.
3. De retenir toute nouvelle aide budgétaire à l'Autorité Palestinienne aussi longtemps que des mécanismes de contrôle adéquats n'existeront pas.
