Dear Governor Schwarzenegger and Secretary Bersin,





We the undersigned are proud to support AB 420 (Shirley Horton). AB 420 will authorize the Commission on Teacher Credentialing to establish a California Subject Matter Examination for Teachers (CSET) to allow teachers of the Filipino language to demonstrate their proficiency in order to meet the requirements of the No Child Left Behind (NCLB) Act.





Filipino has been taught in California as a foreign language for the past 30 years, and student demand for Filipino Language classes has increased 35% over the last four school years (SOURCE: Filipino American Educators Association of San Diego County, 2004).





Since its introduction on February 15, 2005, AB 420 has received overwhelming support statewide. On April 7, the bill unanimously passed the Assembly Education Committee (Ayes 10. Noes 0.). Then on May 25 it successfully passed the Assembly Appropriations Committee (Ayes 18. Noes 0.). One week later on May 31, AB 420 passed unanimously on the Assembly Floor (Ayes 79. Noes 0.). The Senate Education Committee approved the bill on June 30 (Ayes 11. Noes 0). Then on August 15, AB 420 passed the Senate Appropriations Committee via Senate Rule 28.8.





This is the second online petition of support for AB 420. The first online petition posted was signed by thousands of people throughout the country!





The commitment of the Filipino American community throughout California is evident by the fundraising efforts to pay for the development of a CSET. In one week, the Filipino American community of San Diego alone raised $3,500 to meet the $50,000 cost of AB 420.





To ensure that a CSET is adopted for teachers of Filipino, we proudly support AB 420!
