United Nations Action for Human Rights in Iran

To:  The UN Secretary-General and all UN organs committed to the protection of human rights

Since the disputed presidential elections in June 2009, millions of Iranians have been exercising their inherent right to protest against the disregard of their votes. The peaceful demonstrations are being brutally crushed by Basij forces under the command of the Supreme Leader Ayatollah Khamenei and Presidential candidate Mahmoud Ahmadinejad. As a result of the ongoing crackdown, many have been killed and hundreds wounded. In addition to countless demonstrators, a large number of oppositional politicians, Iranian journalists and students have been imprisoned or disappeared.
In 1975, Iran ratified the International Covenant of Civil and Political Rights (ICCPR) which is based on the 1948 Universal Declaration of Human Rights. We, the signatories of this petition, recall the following obligations of the Iranian government under the ICCPR:

Article 6
“(1) Every human being has the inherent right to life. [...] No one shall be arbitrarily deprived of his life.”

Article 9
“(1) Everyone has the right to liberty and security of person. No one shall be subjected to arbitrary arrest or detention. [...]”

Article 19
“(1) Everyone shall have the right to hold opinions without interference.
(2) Everyone shall have the right to freedom of expression; this right shall include freedom to seek, receive and impart information and ideas of all kinds, regardless of frontiers, either orally, in writing or in print, in the form of art, or through any other media of his choice.”

Article 21
“The right of peaceful assembly shall be recognized. [...]”


The Iranian government must comply with its international obligations and fully respect the human rights of the people of Iran. We urge the United Nations to call on the government of Iran to:

- immediately release all persons detained during the post-election protests;
- fully respect the Iranian people's right to peacefully assemble and protest;
- refrain from all actions of violence and intimidation against the people of Iran;
- fully respect the people's freedom of speech and abstain from actions obstructing the work of the press within Iran.

Human rights are of universal concern. Those who stand up against oppression and injustice deserve the full solidarity and support of everyone.
We demand that all United Nations organs committed to the protection of human rights condemn the oppressive crackdown against the protesters in Iran. The United Nations must reinforce its pressure on the Iranian regime to comply with its human rights obligations.



درخواست دفاع از حقوق بشر در ايران

به رئيس سازمان ملل متحد و کليه ارگانهای مسئول اين نهاد که موظف به دفاع از حقوق بشر می‌باشند


اعلام نتايج پرترديد انتخابات ژوئيه 2009 رياست جمهوری در ايران موجب برانگيخته شدن ميليونها ايرانی و مبارزه آنها عليه کسانی که آرا آنان را پايمال کرده‌اند، شده است. اعتراضات و تظاهرات مسالمت‌آميز اين مردم در دفاع از رأی خود توسط نيروهای بسيجی و نظامی تحت فرمان خامنه‌ای رهبر مذهبی و محمود احمدی‌نژاد، يکی از نامزدها، بشدت مورد سرکوب قرار گرفته است. در ادامه و به دنبال اين اقدامات ضد انسانی دولت، بسياری از افراد معترض، شخصيت‌های اپوزيسيون، روزنامه‌نگاران و دانشجويان دستگير و يا ناپديد شده‌اند.

دولت ايران در سال 1975 با امضاء ميثاق جهانی تعهد خود را به تأمين و تحقق حقوق شهروندی و سياسی (ميثاق بين‌المللی حقوق مدنی و سياسی سازمان ملل متحد) که پايه‌های آن بر «اعلاميه جهانی حقوق بشر» 1948 قرار دارد، در کشوراعلام داشته است. ما، امضا کنندگان اين درخواست، به دولت ايران در مورد ضرورت پايبندی به تعهداتش به مفاد زير از «ميثاق حقوق و آزادی‌های مدنی سازمان ملل متحد» هشدار می‌دهيم:

ماده 6
" (1) حق زندگی از حقوق ذاتی هر انسان است.[....] هيچ فردی را نمی‌توان خودسرانه از زندگی محروم کرد."

ماده 9
"(1) هرکس حق آزادی و امنيت شخصی دارد. هيچ کس را نمی‌توان بدون مجوز دستگير يا بازداشت کرد.[....]"

ماده 19
"(1) هر فردی دارای حق داشتن عقيده بدون هر گونه محدوديت و ممانعتی می‌باشد."
(2) هر کس حق آزادی بيان دارد. اين حق شامل آزادی تفحص و تحصيل و اشاعه‌ی اطلاعات و افکار از هر قبيل بدون توجه به سرحدات خواه شفاهاً يا به صورت نوشته يا مطبوع يا به صورت هنر يا به هر وسيله‌ی دلخواه ديگر است."

ماده 21
"حق تشکيل مجامع مسالمت‌آميز به رسميت شناخته می‌شود.[....]"


دولت ايران موظف است به تعهدات بين‌المللی خود گردن نهد و حقوق ملت ايران را بدون هر گونه محدوديتی، محترم شمارد. ما از سازمان ملل متحد درخواست می‌کنيم در جهت اجرای مطالبات زير، توسط دولت ايران، پافشاری نمايد:

- آزاد نمودن هر چه سريعتر دستگير شدگان در تظاهرات و اعتراضات اخير به نتايج اعلام شده انتخابات؛
- احترام و تضمين حق ايرانيان در تجمع و اعلام اعتراضات خود بدون ايجاد هرگونه مانع و محدوديتی؛
- خودداری از بکارگيری از هرگونه خشونت و قهر و ارعاب عليه مردم؛
- احترام به حق بيان آزادانه افکار و نظرات بدون ايجاد هرگونه مانع بر سر راه کار آزادانه مطبوعات و رسانه‌ها در ايران و خودداری از هرگونه اقدام عليه روزنامه‌نگاران.

همه احاد انسانی مشمول حقوق بشرند. همه کسانی که بر عليه اختناق، سرکوب و بی‌عدالتی برمی‌خيزند، و صدای خود را در دفاع از حقوق برابر انسانها بلند می‌کنند، شايسته حمايت و همبستگی هستند.
ما از سازمان ملل و کليه ارگانهای اين سازمان که وظيفه دفاع از حقوق بشر در سراسر جهان را بر عهده دارند، درخواست می کنيم، اقدامات سرکوبگرانه عليه اعتراضات مردمی در ايران را محکوم کرده و با افزايش فشار بر حکومت ايران، مسئولين اين کشور را مجبور به اجرای تعهدات خود در زمينه نگهداری و تأمين اين حقوق نمايند.




Mesures à prendre par les Nations Unies pour le respect des droits de la personne en Iran

Au Secrétaire Général des Nations Unies et à tout les agences des Nations Unies qui s’engagent à faire respecter les droits de la personne

Depuis l’élection présidentielle contestée du mois de juin 2009, des millions d’Iraniens sont en train de protester contre le gouvernement qui ne respecte pas le vote démocratique des citoyens. Les forces du Basij sous la direction du Chef Suprème Ayatollah Khamenei et le candidat présidentiel Mahmoud Ahmadinejad sont en train d’étouffer de manière violente et agressive les manifestations pacifiques faites par les citoyens Iraniens. En conséquence de cet étouffement agressif, plusieurs personnes ont été tuées et des centaines de personnes ont été blessées. En plus, un grand nombre d’hommes politiciens, de journalistes Iraniens et d’étudiants ont été emprisonnés ou sont disparus.

En 1975, l’Iran a ratifié le Pacte international relatif aux droits civils et politique, un texte basé sur la Déclaration universelle des droits de la personne de 1948. Nous, les signataires de cette pétition, voulons rappeler au gouvernement Iranien leurs obligations en vertu des articles suivants du Pacte international relatif aux droits civils et politiques:

Article 6
«1. Le droit à la vie est inhérent à la personne humaine. Ce droit doit être protégé par la loi. Nul ne peut être arbitrairement privé de la vie.»

Article 9
«1. Tout individu a droit à la liberté et à la sécurité de sa personne. Nul ne peut faire l'objet d'une arrestation ou d'une détention arbitraire. Nul ne peut être privé de sa liberté, si ce n'est pour des motifs, et conformément à la procédure prévus par la loi.»

Article 19
«1. Nul ne peut être inquiété pour ses opinions.
2. Toute personne a droit à la liberté d'expression; ce droit comprend la liberté de rechercher, de recevoir et de répandre des informations et des idées de toute espèce, sans considération de frontières, sous une forme orale, écrite, imprimée ou artistique, ou par tout autre moyen de son choix.»

Article 21
«Le droit de réunion pacifique est reconnu.»

Le gouvernement Iranien doit se conformer avec ses obligations internationales et respecter pleinement les droits de la personne des citoyens de l’Iran. On conseil fortement aux Nations Unies de presser le gouvernement de l’Iran:

- de libérer immédiatement toutes les personnes détenus pendant les manifestations suivant l’élection;
- de respecter les droits des citoyens Iraniens de faire des manifestations pacifiques;
- de s’abstenir de faire des actes de violence et de l’intimidation contre les personnes de l’Iran;
- de respecter la liberté d’expression des citoyens Iraniens et de s’abstenir de faire obstruction à la presse en Iran.

Les droits de la personne sont d’une importance universelle. Ceux qui s’opposent à cette oppression et cette injustice doivent s’unir pour le soutient de cette cause.
On exige que toutes les agences des Nations Unies s’engagent à la protection des droits de la personne et condamnent l’oppression et la violence envers les manifestants en Iran. Les Nations Unies doivent renforcer la pression qu’ils mettent sur le régime Iranien de se conformer à leurs obligations envers les droits humains internationaux.




Vereinte Nationen für die Achtung der Menschenrechte im Iran

An den UN Generalsekretären und alle UN Organe, die dem Schutze der Menschenrechte verpflichtet sind

Seit der umstrittenen Präsidentschaftswahl im Juni 2009 üben millionen Iranerinnen und Iraner ihr Recht aus, gegen die Missachtung ihrer Wahlstimmen zu protestieren. Die friedlichen Demonstrationen werden brutal von Basij Kräften, geleitet vom religiösen Führer Khamenei und Präsidentschaftskandidat Mahmoud Ahmadinejad, unterdrückt. Infolge des anhaltenden, menschenverachtenden Durchgreifens wurden viele getötet und hunderte verletzt. Neben unzähligen Demonstranten wurden auch viele oppositionelle Politiker, iranische Journalisten und Studenten inhaftiert oder verschwanden spurlos.

1975 ratifizierte Iran den Internationalen Pakt über Bürgerliche und Politische Rechte (UN-Zivilpakt), dessen Wurzeln in der Allgemeinen Erklärung der Menschenrechte von 1948 liegen. Wir, die Unterzeichnenden dieser Petition, verweisen auf die folgenden Verpflichtungen Irans aus dem UN-Zivilpakt:

Artikel 6
„(1) Jeder Mensch hat ein angeborenes Recht auf Leben. […] Niemand darf willkürlich seines Lebens beraubt werden.“

Artikel 9
„(1) Jedermann hat ein Recht auf persönliche Freiheit und Sicherheit. Niemand darf willkürlich
festgenommen oder in Haft gehalten werden. […]“

Artikel 19
„(1) Jedermann hat das Recht auf unbehinderte Meinungsfreiheit.
(2) Jedermann hat das Recht auf freie Meinungsäußerung; dieses Recht schließt die Freiheit ein, ohne Rücksicht auf Staatsgrenzen Informationen und Gedankengut jeder Art in Wort, Schrift oder Druck, durch Kunstwerke oder andere Mittel eigener Wahl sich zu beschaffen, zu empfangen und weiterzugeben.“

Artikel 21
„Das Recht, sich friedlich zu versammeln, wird anerkannt. […]“

Die iranische Regierung muss ihren internationalen Verpflichtungen nachkommen und die Rechte des iranischen Volkes uneingeschränkt respektieren. Wir appellieren an die Vereinten Nationen, die iranische Regierung dazu zu drängen

- unverzüglich alle Personen freizulassen, die im Anschluss an die Wahl bei Protesten festgenommen wurden;
- das Recht der Iranerinnen und Iraner, sich friedlich zu versammeln und zu protestieren ohne Einschränkung zu respektieren;
- jegliche Maßnahmen der Gewalt und Einschüchterung gegen die Menschen im Iran zu unterlassen;
- das Recht auf freie Meinungsäußerung uneingeschränkt zu achten und sämtliche Aktionen zu unterlassen, die die Arbeit der Presse im Iran behindern.

Menschenrechte betreffen jedermann. Wer sich gegen Unterdrückung und Ungerechtigkeit erhebt, verdient die volle Solidarität und Unterstützung aller.
Wir verlangen von allen Organen der Vereinten Nationen, die dem Schutz der Menschenrechte verpflichtet sind, das menschenrechtsverletzende Durchgreifen gegen die Protestierenden im Iran zu verurteilen. Die Vereinten Nationen müssen ihren Druck auf das iranische Regime verstärken, um die Einhaltung seiner Menschenrechtsverpflichtungen zu bewirken.
