To: Kansas City Mayor Kay Barnes and City CouncilPublic performances and art on sidewalks, plazas and parks are an important cultural asset to Kansas City and the community, and most importantly are an historic expression of constitutional First Amendment Rights.
The Kansas City Council is considering a new ordinance with discriminatory and unreasonable new restrictions on street artists. This unconstitutional proposed new ordinance will:
• Greatly limit locations and hours of expression including evenings after 5 PM and weekends
• Totally eliminate the public’s right to financially support First Amendment expresion
• Ban most, even modest amplification
We, the undersigned, support the tradition of diverse artistic expression in public spaces. We petition the Kansas City Council to reject this unconstitutional proposed ordinance.
