To:  District attorney, Lincoln and Pottawatime County

Any person or persons who fail to report child abuse and has the opportunity to prevent or remove the child from harm and does not do so, shall be subjected to equal punishment as the person or persons who physically caused the death of the child. All individuals who knew of and participated in the abuse and death of Kelsey Briggs, and did not take preventative measures to prevent it, should be punished to the full extent of the law - no deals.
