We, the undersigned, are concerned about the environmental impact of petrol vehicles and wish to encourage the use of motorcycles and scooters by people who wish to use them. We also want to reduce congestion in the city, increase available parking spaces for all vehicles, and improve the ambience and life of our inner city precinct.
To this end, we request the City of Perth and the State of Western Australia actively encourage the use of motorcycles and scooters in the CBD. An overall vision should be developed, however specific actions we request are:
1. Increase the allocation of both on and off-street parking spaces for motorcycles to at least five percent of cars.
2. Permit motorcycle parking on footpaths in designated places where such parking does not cause hazard or obstruction.
3. Reduce the charge for off-street parking commensurate with the space occupied by motorcycles. (i.e. at most 20\% of car charges)
4. Corner spaces, bollards or around structural supports where cars can not fit should be free for motorcycles and scooters.
These steps will reduce traffic congestion and parking contention for motorcycles. It will also do this for cars as each motorcycle user potentially replaces a car and about five motorcycles use the space of one car.
Most cosmopolitan international cities, including Melbourne, permit motorcycle parking on designated footpath spaces. These measures are also likely to have little additional cost.
Motorcycle and scooter use is skyrocketing as people seek both planetary benefits and personal savings. Public transport, walking, bicycling and motorcycles all have a role in reducing our environmental impact.
