Repeal Mermaid Spell Acceptance

To:  Half breed mermaid scum

Mermaid spells are constantly diminishing the importance of the full breed mermaids. The half breed, half chimp like "humans" who swipe the mermaid idnetity need to face capital punishment. It's only moral and just.
