MIX UP SEATS IN CONGRESS - NO LONGER LEFT ON LEFT AND RIGHT ON RIGHT

So sad to see congress organized like high school, everyone sitting with their buddies (left on left and right on right). What a simple change it would be for a non-partisan nation if we could get all the seats mixed up and get our representatives talking to each other instead of always taking sides.

How did congress get organized like that in the first place?

What would it take to change it?
