Preface to "Molly's Law" |
To: The United States CongressIMPORTANT NOTE: The Preface to "Molly's Law" is an overview of the actual law, which is a work in progress. As of 10-20-02, it is in the Second Draft stage, and we are preparing to begin work on the Third Draft. Therefore, to avoid confusion, we are posting only the Preface -- which will remain largely unchanged, but still be a part of "Molly's Law". Once the legal language has been applied, and we have reached the final draft stage, the entire document will be available for circulation and review.

Preface to "MOLLY’S LAW"
Citizens across these United States, of all backgrounds, cultures, ages, ethnicity and gender; of all beliefs, occupations, and visions, have joined forces with those in all areas of law enforcement, search and rescue, and private citizen volunteers, who strive to take action against the spate of abductions, rapes, tortures and brutal murders of those from infants to adults, that has infested our country like a cancer.
For this common purpose, we have worked together to write and bring before our United States government..... "Molly’s Law".
As a united front, we support its immediate passage as a National/Federal Law -- to promote and enable the use of well-trained Bloodhounds/scent-discriminating search dogs, in the search for lost, missing and abducted children and adults -- particularly those whose lives might be endangered.
We believe that all such persons should be considered by Law Enforcement Agencies to be endangered, unless it can be determined otherwise, by consensus of the first law enforcement responders in any reported case of a missing person.
We believe that it is the duty and responsibility of law enforcement to utilize the best resources and tools at their disposal to promptly and efficiently find these missing persons and bring any perpetrators of these horrendous crimes against the victims to justice.
We believe that it is critical for law enforcement to call in one of the most important and efficient resources available, the well-trained Bloodhound/scent-discriminating search dog, to assist in executing these searches. Either immediately in cases of missing children, or to be on alert/standby from the time of the Law Enforcement Agency’s first determination of a reported disappearance of an adult -- unless there is reason to believe they are endangered, in which case it shall be treated as with the urgency of a missing child and a search dog must be called in immediately. Further, that if one dog and handler team should fail for any reason, that a second or third qualified team may be brought in.
We are prepared with documentation and support from across the country to substantiate the value of this resource and tool to law enforcement; to do all in our power to ensure the success of our plan; and to stand together as a single, powerful force..... to see the timely implementation of "Molly's Law" as a National/Federal Law!
