SUV Driver's License Endorsements

To:  U.S. Congress

Due to a noticable increase in reckless SUV drivers on the roads, I believe that a national law needs to be enacted to mandate an SUV driver's training course prior to purchasing one of these vehicles. This training course would add an endorsement to the license of the driver. Furthermore, this endorsement would need to be re-certified every time the driver renews his or her license. This endosement would need to be checked at police checkpoints throughout the country. The fine for a violation would be at each state's discretion.
