Henderson Road Remediation Petition


Whereas:
• Municipal, provincial and federal governments are encouraging citizens to reduce greenhouse gas emissions (climate change) and to adopt healthier lifestyles
• 35% of all cycle trips in greater Victoria are around the University of Victoria and Camosun College. The corridor is the only incomplete part of the CRD Regional Cycling Transportation Network.
• 1,000+ daily cycle trips are made to UVic through the Henderson portal, i.e. 300,000 annual cycle trips. (University of Victoria Campus Traffic Survey). The Oak Bay Community Plan (1996) reports the route is the “obvious choice for bike lanes”.
• Bicycle lanes slow vehicle traffic in adjacent lanes, improve safety for cyclists, and provide a buffer between pedestrians and traffic. They encourage more people to ride: UVic reports a 57% potential mode shift from vehicles when pedestrian and cycling infrastructure exists (University of Victoria Campus Traffic Survey)
• Sidewalks are sub-standard height and width for an arterial road. The road carries 3 million annual vehicle trips - 80% are speeding.
• Community consultation by the municipality of Oak Bay favoured the addition of cycle lanes by a wide margin of more than 2 to 1

We, the residents of Oak Bay, greater Victoria, and all users of this regional arterial corridor, petition the municipality of Oak Bay to commence planning and construction of remedial upgrades to north Henderson Road (between Foul Bay Road and Cedar Hill Cross Road) to include bicycle lanes, traffic calming measures, and improved pedestrian facilities.
