Open Arms, Secure Borders

(1) Construct a double tiered security fence along the entire border including monitored entry points tied with immigration processing facilities and enhanced with electronic monitoring and alarm equipment to detect breaches and crossings.

(2) Implement the use of Bio-metric indentification cards to those entering the legal immigration process.

(3) Create an Executive Review Panel that updates and revamps immigration laws, the INS and the process to gain citizenship.

(4) Upon completion of point (1) above, grant immigrants illegally within the United States a period of 8 months to register and enter the legal immigration system and be assigned a Taxpayer ID Number.

(5) Enter into mutually accepted, increased economic and law enforcement development programs with Mexico and link this with overall diplomatic relations and most favored nations status.

(6) Cooperate with State and Local government police agencies to catch and identify illegal aliens after the implementation of (4) above. Any illegal aliens or legal immigrants not yet citizens convicted of a felony or misdemeanor offense must be immediately deported either as or following the sentence ordered by the courts, without exception; any appeals to be filed from outside the US after deportment.

(7) Provide adequate funding for the Border Patrol and INS.

(8) Any business or private employer who fails to properly follow IRS requirements for establishing citizenship status and legal status to work within the United States shall be subject to a fine of not less than 10\% of their total gross income per offence.

(9) English is the official language of the government of the United States of American and no agency, department or officer thereof is required to issue public documents, signs or statements in any other language.
