La rilevazione sulle forze di lavoro, avviata in Italia nel 1959 e condotta in tutti i paesi della comunità europea, rappresenta la principale fonte informativa per l’analisi del mercato del lavoro.
In linea con quanto stabilito dal Consiglio dell’Unione europea, dal 2004 l’indagine è stata profondamente ristrutturata, diventando “continua”: basti dire che le informazioni prima relative a una sola settimana del trimestre, ora si riferiscono a tutte le 13 che lo compongono. La nuova rilevazione ha in breve tempo fornito un’immagine più analitica e compiuta sul mercato del lavoro, come è ampiamente riconosciuto dalla comunità scientifica.
Per gestire questa maggiore complessità dell’indagine, l’Istituto ha costituito una propria rete di rilevazione composta da 317 intervistatori professionali, che operano sul territorio nazionale sotto la costante e diretta supervisione dell’Istat.
La rete nazionale di rilevazione è una delle più significative innovazioni metodologiche realizzate negli ultimi anni, diretta appunto a migliorare la qualità dei dati sin dalla fase di rilevazione. Difatti, tenuto conto che errori difficilmente rimediabili si verificano durante l’intervista, uno stretto rapporto tra i ricercatori e gli intervistatori è cruciale per la qualità dei dati prodotti.
Esprimiamo pertanto la più viva preoccupazione per la recente decisione del Consiglio d’Istituto di esternalizzare la gestione e il controllo della rete.

English Version: The relevance of the Istat network of professional interviewers

The Labour Force Survey, conducted by all the EU countries and – with specific reference to Italy - carried out since 1959, represents the main statistical source for the analysis of the labour market.
Following the Commission Regulation n. 577/98, since 2004 the survey has been deeply restructured: from a survey gathering information referred to one specific week, it turned into a continuous survey all over the 13 weeks of the quarter. The Scientific Community widely recognize that figures from the new survey give a much better portraits of the Italian labour market.
In order to manage the survey’s increased complexity, the National Institute of Statistics (ISTAT) developed its own network of 317 professional interviewers, each allocated to a specific territorial area of the country.
The network of interviewers – directly and entirely managed by ISTAT – is one of the most significant methodological innovations recently realised by the Institute in order to improve data quality, particularly in the phase of data collection. Actually, given that the “non-sampling error” occurs mainly during the interview, a close interaction between researchers and interviewers is considered crucial to the quality of the produced data.
For the above-mentioned reasons, the recent decision of the Insitute Council towards the outsourcing of the management of the interviewers’ network.
