Sliverlight for Windows Embedded CE (http://www.microsoft.com/windowsembedded/en-us/products/windowsce/silverlightforwe.mspx) should also be available for Microsoft Windows XP, Vista, 7 Operating Systems not only Microsoft Windows Embedded CE.
