Following the decision by MSN to close their free chatroom service in a bid to curb abuses including pedophile activity, we the undersigned feel that the worldwide news coverage this announcement has had is a perfect opportunity for law enforcement agencies to announce a new and permanent policy of eradicating pro-pedophile websites, bulletin boards and the establishment of one universal point of reporting of pedophile activity.

The US Federal Customs Service is wholly unacceptable as the focal point for concerned citizens the world over to report activity of this nature since so much of it occurs outside of US jurisdiction. The international police organisation (Interpol) is also unacceptable because it does not have jurisdiction throughout the world, and no jurisdiction concerning domestic or non cross-border offences.

We, the undersigned, hereby petition the United Nations to establish such a website wherein reporting of inappropriate chatroom activity involving children (defined as not having reached the age of 16 years) whether that be soliciting a child during the course of an online discussion or transmission or exchange of written or graphic material involving or depicting children or transmission or exchange of other pornography whether written or graphic with children during the course of an online discussion.

We, the undersigned, hereby petition the United Nations to include in such a website a facility for the notification of websites the purpose of which is to promote depictions of nude children. Such sites are protected under current laws by defining their content as "art". We want those sites taken down and their owners, creators, contributors and subscribers prosecuted under international law.

We, the undersigned, hereby petition the United Nations to include in such a website a facility for the notification of email addresses of persons using file sharing systems such as Kazaa, Bearshare, EMule, WinMX etc or any other identifier such as IP addresses of persons transmitting or downloading material universally defined as child pornography whether such transmission or download occur using a filesharing system or internet chatroom server, by email or any other method of electronic transfer of such material.


We, the undersigned, understand and acknowledge the United Nations itself is not able to prosecute offenders, but can retransmit reporting of pedophile activity to many jurisdictions, the advantage being no one jurisdiction can then claim not to have received notification or not to have jurisprudence; that any jurisdiction so notified has access to the same information simultaneously providing maximum opportunity for apprehension of persons found to be engaging in or have engaged in the behaviours mentioned in paragraphs 3, 4 and 5.

We, the undersigned, are also aware that whilst large pedophile rings such as the Wonderland Club have been destroyed thanks to the efforts of police forces combining intelligence and launching synchronised raids on suspected members, that such operations are wholly insignificant by comparison with the number of pedophiles still actively trading in pornography involving children and soliciting children online. (Were that not the case, MSN would not now be closing down its chatroom service for the reasons stated by them.)

We, the undersigned, feel that an investment of just a few hundred dollars per annum to establish and maintain such a website which can automatically direct notifications to every relevant jurisdiction on the planet simultaneously, by providing ONE point of call for EVERYONE on planet Earth to report pedophile activity could turn out to be the single most effective way to combat this nefarious practice.
