Honourable Prime Minister,

Protection of the Rights of the Christian Minorities in Mangalore

It is with extreme anguish and distress that we have learnt of the unconstitutional, unprovoked and shameful attacks on the utterly innocent, peace-loving and patriotic Christian community of Mangalore. The manner in which our churches and the Most Blessed Sacrament (considered to be the living and perpetual symbol of Our Lord Jesus Christ) were desecrated and shamefully attacked have once again brought tears to our eyes.

While we have received with much gratitude expressions of solidarity from many members of the majority and minority communities both in India and internationally, we find the response of our Government woefully inadequate and biased towards the perpetrators’ of these shameful and hateful crimes. We must emphasise therefore with one voice our rights to live as equal citizens of India with full dignity and with our constitutional rights intact.

The timing and meticulous planning and subsequent police brutalities on the peaceful Catholic community including for the very first time in independent India on catholic nuns have pointed out unmistakably to possible collusion with certain members of the State Government. This general impression which we have with great pain conveyed to concerned members of the national and international community is supported by the inadequate action taken and possible immunity given towards the vandals who have damaged and desecrated our Churches.

Once again the State has failed in its duty to protect the rights of Christians - to protection of life and personal liberty and to freedom of conscience and free profession, practice and propagation of religion – the very rights enshrined in the Constitution of the country (Articles 21 & 25) and in the International Covenant on Civil and Political Rights (ICCPR Articles 18 & 27) to which the Government of India is a party.

In this context, we appeal to you, Sir, to initiate suitable measures so as to:

• Enact legislation criminalizing such organizations that sponsor and support hate crimes.
• Ensure justice by initiating action to arrest the perpetuators of these hate crimes and free the innocent Christians who have been victims of police brutality sometimes in our very Churches
• Protect the rights and the lives and the properties of Christians in Karnataka and the rest of India .
• Provide immediate relief and adequate compensation to the victims as per ICCPR Article 2.3.1
• Ensure peace and harmony in the State so that people may live without fear and freely practise their faith.

We appeal to your conscience to take necessary measures to ensure that our great country provides safety, dignity and safeguards human rights of all its citizens.
