Windows Installer should not "pay attention" to scratches

To:  Microsoft, Developer of Windows Installer

Tired because of the small scratches to buy the game again. Download it (at least 5 GB) can not all ... And when purchased unlicensed discs, they normally installed (mostly they have Innosetup) even with 10 scratches. We want to Windows Installer did not pay attention to errors, and continued to install normal.
