banning Computers Off YouTube

To:  Chad and Steve, creators of YouTube

We, the undersigned would like to request that a feature be created on YouTube that enables users to either submit a screenshot, or send in material that has been copied directly off of a comment or message, and that those submissions be grounds for banning of a persons' computer off of YouTube.

We would like to request that this system not replace traditional banning and blocking of people who just break the rules, but that it become an option to improve safety on the site.
