Leave dog breeding to the Professionals

Over 4 million dogs are euthanized each year in the United States because there is an over population of dogs. My petition is to make the breeding of dogs illegal to everybody except professional dog breeders who are licensed. We can save the lives of many dogs. Every day in the streets there are people giving away or selling puppies from their adult pets. In the mean time, there are millions of dogs in animal shelters and humaine society who could use a good home. How can this be possible?
Please sign this petition to make the breeding of dogs illegal to all except authorized breeders so homeless dogs can find a good home and so the over population of dogs comes to an end.
