Make Fireworks Legal In All States

This petition is to make fireworks legal everywhere in the United States. There are only 5 states that don't allow fireworks. If 45 states are able to trust them, why can't the other 5? What is the point of making them illegal? Very few cops enforce this law. If you're determined you could just go to Pennsylvania and get fireworks. If people are going to get fireworks no matter what, why not make it easier?
There would be laws:
-must be 18 years old to purchase fireworks
-cannot make your own fireworks
-cannot perform fireworks in a public area with many people unless permission is given by local law enforcement and surrounding viewers
