To: Premier Ralph Klein, Province of Alberta

Given the growing threat of another federally-driven attack on Albertas resources and economy, along with the impending federal Kyoto plan and possible trade conflicts with the United States, many Albertans are expecting another program like the devistating National Energy Program to be introduced by the Canadian federal government. Given the memory of the impact of that policy, along with the reputation of the current federal government, there is an underlying fear that history shall repeat. Therefore, we the citizens of Alberta request that your government, at the first evidence of negative impact on Albertas economy by a federal policy, begin the process of conducting a provincial referendum with separation from the confederation of Canada being the single issue.
