2007թ. մայիսի 7-ին ՀՀ Ազգային անվտանգության ծառայությունը ձերբակալել է հասարակական-քաղաքական գործիչ, ՀՀ նախկին արտգործնախարար, Քաղաքացիական անհնազանդության շարժման հիմնադիր Ալեքսանդր Արզումանյանին: Հետագայում շինծու մեղադրանքով առաջին ատյանի դատարանը նրա նկատմամբ որպես խափանման միջոց է ընտրել կալանքը:
Ակնհայտ է, որ ներկայացված մեղադրանքը մտացածին է, անմիջականորեն կապված է Արզումանյանի վերջին շրջանում ծավալած հասարակական ակտիվ գործունեության հետ եւ կրում է պատվիրված բնույթ: Պարզորոշ երեւում է նրա նկատմամբ իրականացվող հետապնդման քաղաքական ենթատեքստը: Նրա գործողություններում` անգամ ներկայացված մեղադրանքի սահմաններում, հանցակազմը իսպառ բացակայում է:
Ալեքսանդր Արզումանյանի նկատմամբ իրականացվող հետապնդումը պետք է դիտարկել վերջին տարիների հայաստանյան զարգացումների համատեքստում: Իրար հաջորդող հաշվեհարդարներն, սպանություններն ու կրակոցները, շինծու մեղադրանքներով քաղաքական գործիչների կալանավորումները, ժողովրդի նկատմամբ ընդգծված արհամարանքը, քաղաքացու արժանապատվության ու կյանքի նկատմամբ անպատիժ ոտնձգությունները մեր իրականության անբաժանելի մասն են կազմում:
Կամայականությունների այս շղթան այսօր շարունակում է առանց որեւէ հիմնավոր մեղադրանքի անազատության մեջ պահվող Ալեքսանդր Արզումանյանը:
Արզումանյանի ձերբակալման ու կալանավորման կապակցությամբ արդեն իսկ հայաստանյան ու սպյուռքի տարբեր կազմակերպություններ ու գորխիչներ հանդես են եկել դատապարտող հայտարարություններով:
Միանալով նախկինում հնչած դատապարտող հայտարարություններին` մենք կոչ ենք անում շահագրգիռ անձանց ու կազմակերպություններին համախմբվել ի պաշտպանություն Արզումանյանի:
Հայտարարում ենք, որ նա կալանավորված է իր քաղաքական գործունեության համար, ճանաչում ենք նրան որպես քաղբանտարկյալ եւ ՀՀ գործող իշխանություններից պահանջում ենք նրա անհապաղ ազատ արձակումը:

On May 7, 2007, the National Security Service of the Republic of Armenia arrested politician and activist, former Minister of Foreign Affairs of the Republic of Armenia and founder of the Civil Disobedience Movement Alexander Arzumanyan. The Court of First Instance subsequently ruled to detain him as a preventive measure on fabricated charges.
It is clear that these fraudulent charges were ordered in direct connection with Arzumanyan’s recent activism. The political implications of his persecution are readily apparent. His actions contain no evidence of wrongdoing; nor indeed do the charges that have been brought against him.
The persecution of Alexander Arzumanyan must be viewed within the context of what has taken place in Armenia in recent years. Continuous acts of violence, shootings and killings, detentions of political activists on fabricated charges, pronounced disregard for the people, and flagrant assaults upon the lives and the dignity of citizens have become an inescapable part of our reality.
Today this chain of arbitrary actions continues with Alexander Arzumanyan, who is being held in captivity with no sound accusation against him.
A number of organizations and activists in Armenia and the Diaspora have issued statements condemning Alexander Arzumanyan’s arrest and detention.
We join these statements and call on all interested organizations and individuals to unite in defense of Alexander Arzumanyan’s freedom.
We declare that Alexander Arzumanyan has been detained for his political activity, we recognize him as a political prisoner, and we demand from the current leadership of Armenia his immediate release.
