To: federal and provincial health ministers
SMOKING BYLAWS FAIRNESS FOR ALL!
We, the undersigned, would prefer that all smoking bylaws, existing and proposed, be ammended to observe the democratic rights of both non-smokers and smokers. By the laws of our nation, neither group is supposed to have more rights than the other. Therefore, we suggest the following compromise to this contentious issue:
Let all businesses in the Canadian hospitality industry register for licence within the community of their jurisidiction, as to whether they serve nonsmoking or smoking clientele. Upon licence issue, let same businesses provide adequate signage to clearly differentiate which type of clientele they serve.
Furthermore, let the licence issuer, municipality, issue such licences on a 50/50 split basis, always keeping the balance of equalization so that no one group enjoys more facilities than the other in any one community. In the case of number imbalance let waiting lists provide occupation of business names to uphold this equalization balance. Existing businesses should receive preferred treatment before any new businesses to the area.
In this way, we believe that the democratic rights of both groups would be better served within our Nation.Sincerely,
