Business for the homeless

This petition is create a business for the homeless and to keep them useful in society.
I think that with on coming fising season ahead of us and many countries are fishing outside our waters. The best way is to chum the water.
You round up the homeless and put them in a lottery to be put in two sections. One group that will become the chum, and those that prepare the chum. This would be done until all the chum is used up, and then a new lottery is done and the whole cycle is starts over again.
