Blood Tribe Petition

A petition calling for to removal of The Blood Band/Blood Tribe Chief and “ALL” Council Members from office and a call for a forensic audit on “ALL” Blood Band/Blood Tribe Financial affairs
We the undersigned are legally registered members of Blood Band/Blood Tribe #148 and are the legal voting age of 21 years; we are legally petitioning, for the purpose of peace, order and a true democratic government, the Indian Affairs and Northern Development Minister, Chuck Straul, and Deputy Minister, Michael Wernick, in accordance with the following legal documents:
1) Blood Band/Blood Tribe #148 Custom election by-law & Regulations, 1995
- Section(s) 10.01, 10.01.01 (a), (b), (c), (d) & 10.02 & 10.05.02 (c), (e), (f), (g)
2) Kainaissinni and Elders’ Declaration, the legally adopted and inherent customs, beliefs and governing guiding principles of the Blood Band/Blood Tribe #148
3) Canadian Indian Act, Section 78 (2) (a)-(i), (iii) and (b)-(i), (ii) & (iii)
The following demands are being petitioned based on the above mentioned documents and with evidence that has been faxed to Ms. Chantal Dunn, National Allegations & Evaluations Administrator, and the Meyers Norris Penny LLP report and recommendations to Blood Band/Blood Tribe dated June 29th, 2007. The lists of demands are as follows:
1) That all Blood Band/Blood Tribe Chief and Council members, department directors and corporations managers spending and travel expenses be suspended indefinitely,
2) Upon receiving this petition, that the Blood Band/Blood Tribe Chief and “ALL” council members be immediately removed pursuant to all above quoted legal documents
3) That a forensic audit and internal investigation be conducted on the Blood Band/Blood Tribe financial operations/affairs.
We the undersigned have lost “ALL CINFIDENCE” in our Blood Band/Blood Tribe Chief and Council and senior staff in regards to the day to day financial and business operations of our administration and/or political affairs of our Nation. In addition, we the undersigned also fear for the safety and the health of all Blood Band/Blood Tribe frontline staff and community membership because of the following:
1) Blood Band/Blood Tribe Chief and Council, senior staff and police have shown a unified condolence to allow and encourage the continued practice of:
a. Pre-meditated breaking of all quoted legal documents: Section 78 of the Canadian Indian Act, the Custom Elections Bylaws and regulations, the Oath of Office according to the governing guiding principles of Kainaissinni and the corporate laws of Alberta and Canada.
b. Pre-meditated practice of personal and on-the-job bullying
c. Pre-meditated financial fraud - (releasing of fraudulent financial Audit/statements, March 2007, to tribal membership, regional and federal government officials)
d. Pre-meditated police brutality and assault
e. Negligent in and Failing to ensure the personal safety and protection of all community members, B.T. employees and their property – I.E. (Financial assets)
f. Abusing the responsibilities and privilege(s) put upon all Blood Band/Blood Tribe Chief and council and all senior staff such that their conducts negatively affects the safety, dignity and integrity of the community and of council
We the undersigned re-iterate the seriousness of all consequences that have and still are stemming from all of the above mentioned concerns; also, the seriousness of all possible consequences that will arise if the Minister and deputy Minister of Indian Affairs and Northern Development do not or will not respond to our demands immediately upon receipt of this petition.
