Restrict Car Drivers for Two years

This is a petition to limit the amount of horsepower that a driver that has just passed their test can have in any car they drive for the first two years. This is a response to the ever increasing number of 'souped' up cars we are seeing on the road in the UK. These drivers are dangerous, often trying to incite other people to race. Very often these drivers will not be considerate of other drivers and have already caused more accidents than we consider reasonable.
This sort of restriction is already applied to motorcyclists, however currently Car drivers are not restricted in any way. Potentially this lack of legislation could lead to a 17 year old passing his test and driving a car with a 6 litre engine.
