Punishment for Animal Cruelty in Whatcom County |

Dear Prosecutor Dworkin:
Billie M. Paul and Danny Stumblingbear were recently arrested and charged with six counts of Animal Cruelty for their abominable neglect of five bulldogs and several other dogs, including a Neopolitan Mastiff, Boston Terriers, and Shihtzus. These individuals deliberately neglected these animals, resulting in the death by starvation of one of the bulldogs and two of the other dogs. The surviving animals suffered from malnutrition and various physical problems.
Paul and Stumblingbear also failed to seek veterinary care and made the helpless creatures suffer in pain and hunger for who knows how long before concerned citizens turned them in to authorities. Paul and Stumblingbear have pled not guilty, but neglecting animals to the point of death could hardly be called accidental or unintentional.
Please do not allow these monsters to get away with their heinous actions. We urge you to prosecute these defendants to the fullest extent that the law allows for their horrific crimes. We are aware that the sad reality of jail overcrowding makes it unlikely that Paul and Stumblingbear will ever serve time behind bars, even though they should. In light of this unfortunate truth, we ask that you impose the strongest punishment allowed by law, other than prison time, in addition to fines: permanent forfeiture of all animals; prohibition from owning or caring for any animals for two years, the maximum period allowed by law; civil penalties of $1,000 each to the county to prevent cruelty to animals; liability for all reasonable costs incurred by animal contol agencies and by Cascade Bulldog Rescue, including expenses of the investigation, the animals' care, and adoption expenses. Finally, we urge you to seek to have the defendants ordered to participate in an animal cruelty education or prevention program, or to obtain psychological counselling at their own expense.
It is our considered opinion that cruelty to animals demonstrates a dangerous disregard for the sanctity of all life. An individual who so horrifically brings death and suffering on innocent animals may believe that harming a human is acceptable, as well.
These poor dogs could not defend themselves against these cowards, nor can they now seek their own justice. We cannot allow crimes toward animals to go unpunished. Please do all in your power to ensure that Billie M. Paul and Danny Stumblingbear are prosecuted and sentenced to the maximum terms allowed by law, so that they may not do this to other animals in the future.
