We, the undersigned, respectfully request that as overseer of the DuPage criminal justice system, you indict Brian Dugan for the murder of Jeanine Nicarico.
We do so with the firm conviction that because of Dugans DNA, your office has greater grounds to indict him that it ever had to charge Rolando Cruz or Alenjandro Hernandez. Further, we also believe that until Dugan is legally confronted with the Nicarico murder, Cruz and Hernandez will not be free of ongoing snide remarks about their guilt. If what has prevented you from charging Dugan to this day is the financial constraint of engaging in yet another costly and log legal battle, we suggest that you offer him immunity against the death penalty so his confession can be entered into evidence. Since the states attorneys for LaSalle and Kane counties granted Dugan such immunity in exchange for his confession to Donna Schnorrs and Melissa Ackermans murders for which he is serving two consecutive life sentences, there is no chance that he will be released from prison.
Therefore, in the name of Justice, please do the right thing.
