Scientists located throughout the world are virtually unanimous in voicing concern over the increasing evidence of global warming and the accelerating buildup of carbon dioxide and other greenhouse "warming" gases in the atmosphere. They say things are getting serious, that the debate over global warming is over, and that all governments, businesses and people should undertake major and massive actions to bring about drastic reductions in their fossil fuel burning before the cumulative levels of greenhouse gases in the atmosphere becomes too great.

U.S. scientists reporting at the American Association for the Advancement of Science's Annual Meeting in Washington D.C. in February said that the U.S. is likely to become increasingly more vulnerable to heat-related mortality, air pollution-related illnesses, infectious diseases and malnutrition as global warming continues to accelerate, primarily as a result of burning.

In the absence of a federal mandate to control greenhouse gas emissions from the U.S. government, a number of states (Connecticut, Delaware, Maine, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, Vermont, Washington, Oregon, California) have already established their own policies and programs to achieve reductions in carbon dioxide and other greenhouse gas emissions in their state, and to ensure effective planning for the future safety and prosperity of their citizens as global warming continues. Wisconsin, however, is not one of them.

We the undersigned believe the Wisconsin Legislature should respond to the growing threat of climate warming by creating and enacting climate change legislation to significantly reduce greenhouse gas emissions from Wisconsin sources, and to assist Wisconsin citizens and businesses in preparing for and adapting to a warmer and possibly more inhospitable Wisconsin climate.

1) The undersigned petition the Wisconsin Legislature to give the creation and enactment of greenhouse gas reduction and global warming preparedness legislation the highest possible priority, so that such legislation becomes effective as soon as possible, so that Wisconsin joins the fight against accelerating global warming in a timely manner.

2) The undersigned petition the Wisconsin Legislature to develop and establish a statewide program that reduces greenhouse gases emissions from transportation, electric power producing plants and household furnaces and appliances by offering financial incentives to Wisconsin citizens to drive less, fly less and use less energy in households on an annual basis.
