We, the undersigned users of CRD parks ask the Capital Regional District to rethink the proposed dog management plan for Thetis Lake, Mill Hill and Francis King Parks. Please do not put leash restrictions in place without first enforcing the existing bylaw requiring dogs to be under control and to stay on the trails. Education about environmental and social concerns combined with enforcement of existing bylaws will ensure that responsible dog owners (who are a major user group of these parks) can continue to safely enjoy these parks with their dogs under control but off leash
