Stop the Albanian Stray Dog Barbarism

The major of Tirana, Mr. Edi Rama has made a decision to give permission to hunters to kill any dog or cat walking around like a vagabond by shooting them.
Everyone living in Tirana , has to deal with this problem, but the manners chosen by the mayor of Tirana Mr. Edi Rama are not the best to reduce an overpopulation of dogs. In every civilized country of Europe there are civil ways of giving a solution to this problem. Killing the dogs in the middle of the night by shooting, them, listening to their screaming, and seeing blood on the road of a capital, is not a "European country" way of acting
Wouldn’t it be better manage programs for spaying and neutering?
The killing of the dogs as it is today is not compliable with animal laws of the EU. We are strongly against the situation as it is handled today.
