The arms trade is out of control fuelling serious human rights abuses, conflict and poverty worldwide. More than a thousand people die everyday because of armed violence, and many more are seriously injured. Many of the victims are women and children. In India alone, 12 people die from armed violence everyday.

In October 2003, civil society from India and around the world united under the Control Arms Campaign to gather the support of over one million people worldwide for the establishment of an Arms Trade Treaty. In December 2006, 153 governments voted at the United Nations to start work on developing a treaty, thus paving the way for the United Nations Secretary-General’s consultation on an Arms Trade Treaty. Several People's Consultation on an Arms Trade Treaty took place in India – Mumbai (24 Feb 07), Delhi (20 March 07), Chennai (16 April 07), Assam (22 April 07) and in Manipur (26 April 07).

Indian civil society wishes to thank Disarmament & International Security Affairs Division, Ministry of External Affairs, Government of India for participating in the process and for sending its submission on 30 April 2007 to the United Nations Secretary-General, Mr Ban Ki-Moon's consultation on an Arms Trade Treaty.

Commemorating the "Global Week of Action Against Gun Violence", 11-17 June 2007, we urge the government of India to continue to take an active lead in this process to:

1) stop arms transfer that will aggravate problems of poverty, hunger and environmental degradation
2) stop arms violence that arrests development processes
3) stop arms transfers that will be used for serious violation of human rights or international humanitarian
law
4) halt arms production & transfers that will bring in more insecurity to our lives
5) involve civil society especially women in disarmament processes
6) assist in the proper rehabilitation of gun survivors and families affected by gun violence.
7) bring a strong Arms Trade Treaty to save lives
