To:  State Legislatures

We the people, having been granted the authority to govern by our founding documents and fathers, have joined together in the realization that our government no longer legislates, or executes with our consent, and with knowledge that it is our right to alter it on such principles and organization of its powers in such form, as is most likely to affect our Safety and Happiness. We affirm that it is our right, and our duty, after the many abuses and usurpations by the federal government, which have had a direct goal of establishing an absolute tyranny over the States and citizens, to amend the Constitution that is ours, as we see fit. For the record, for all people to see, the reasons and justifications for the proposed amendments follow.

• The federal government has jeopardized the financial security of our country, and of its future citizens, by amassing a debt never before seen in the history of mankind.
• The federal government has forced the states to cede authority on many issues through coercion by threatening to withhold money rightfully shared by States as it is collected from the citizens of all states. This is in direct violation of the 10th Amendment.
• The federal government, in an attempt to protect minority rights, has overstepped with laws and resolutions that promote individual groups over others.
• The federal government has wrapped the citizenry in a blanket of taxes, fees and penalties to an unforgivable degree, in direct opposition to the spirit of the creation of this country.
• The federal government has increased its power and authority over privately owned businesses and foundations to the point of nationalization, in direct violation of civil liberties protected by our founding documents.
• The federal government has long been populated by life time politicians, who are out of touch and sync with the people whom they serve on behalf of.
• The federal government has encroached on the private ownership of arms, in violation of the 2nd Amendment.

We, the undersigned, propose a Constitutional convention to be called by the States, and for the immediate passage of the following amendments to the United States Constitution.

Budget Enforcement Amendment
The United States shall not operate on a budget deficit. Any legislation increasing spending or decreasing revenues must be on a pay-as-you-go basis. The President is herby authorized to invoke sequestration within 15 calendar days after the Congress ends a session to eliminate a budget-year breach. An exception may be granted by simple majority of both houses of congress, only for the purpose of providing for the national defense.

Amendment banning Coercion of States
The United States shall not force any State to comply with any regulation, law or resolution that conflicts with the 10th amendment by refusing funding of any kind. Taxes collected by the United States are from the citizens of individual states, and as such, the collective moneys are for fair and equal use by all states.

Amendment Ending Promotion of Sub Groups
The United States Congress shall pass no law that serves, in its execution, to promote any race, nationality, gender, political or religious group, or any other subset of the citizenry over another.

Amendment Banning Nationalization
The United States shall not take any business, industry or assets into the public ownership.

Amendment for Term Limits of Representatives
No person shall be elected to the office of the House Representative more than three times. No person appointed to fill a Representative position for more than 1 year shall be elected to that office more than twice.

Amendment for Term Limits of Senators
No person shall be elected to the office of Senator more than twice. No person appointed to fill a Senate position for more than 3 years shall be elected to that office more than once.

Amendment for Line Item Veto
The President may, with respect to any bill or joint resolution that has been signed into law pursuant to Article I, section 7, of the Constitution of the United States, cancel in whole any dollar amount of discretionary budget authority, any item of new direct spending, or any limited tax benefit, if the President determines that such cancellation will reduce the Federal budget deficit, not impair any essential Government functions, and not harm the national interest.

Amendment for the right to keep and bear arms
The United States shall not regulate or prohibit the private ownership of firearms.

Sincerely,

The Undersigned
