On June 24, 2004, the Republic of Korea began blocking websites in an attempt to prevent the spread of the graphic beheading video of one of its citizens, Kim Seon-il. However, many of the sites being censored do not provide access to this video. The MIC (Ministry of Information and Communication), the organization responsible for this censorship, refuses to comment on this issue or to set a specific date when this ban will be lifted. This action is in defiance of South Korea's own constitution, Article 21. It is behavior more becoming of a fascist state than of a thriving democracy. This petition will inform the MIC and the government of South Korea that citizens around the world will not tolerate government control of thought and speech. 대한민국의 검열을 반대하는 시민의 탄원
2004년 6월24일 대한민국은 시민 김선일씨의 여실한 참수 비디오가 퍼지는 것을 예방하기 위해 여러 웹사이트를 차단 하기 시작했습니다. 그러나 차단된 사이트 중에 그 비디오 접근 방법을 제공하지 않는 사이트가 많이 있습니다. 이번 검열에 대한 책임이 있는 정부통신부는 사건과 검열 조치가 언제 쯤 풀릴 것인지 정확한 날짜를 언급하지 않고 있습니다. 이 조치는 또한 대한민국의 헌법 제21장을 무시한 처사입니다. 이는 발전된 민주주의 라기 보다 좀 더 파시즘적인 형태라고 생각합니다. 이 탄원은 세계 시민들이 대한민국 정부에게 정부가 생각과 언론을 지배하는 것을 용납하지 않는 다는 것을 보여줄 것입니다. 이 탄원에 서명 해주시고 자유권 행사를 지지해 주십시오.Sincerely,
