People Against Censorship in South Korea Petition

On June 24, 2004, the Republic of Korea began blocking websites in an attempt to prevent the spread of the graphic beheading video of one of its citizens, Kim Seon-il. However, many of the sites being censored do not provide access to this video. The MIC (Ministry of Information and Communication), the organization responsible for this censorship, refuses to comment on this issue or to set a specific date when this ban will be lifted. This action is in defiance of South Korea's own constitution, Article 21. It is behavior more becoming of a fascist state than of a thriving democracy. This petition will inform the MIC and the government of South Korea that citizens around the world will not tolerate government control of thought and speech.
