National Pet Neutering Law

To:  President, Congress

Due to the drastic pet over population epidemic in America & other nations, I believe there should be a nation wide pet neutering law. With this law we hope to do away with mass euthanization, abandanment, & mistreatment of cats & dogs. This will be a very low cost (or no cost) method of prevening this sad problem.
