نداء تضامن مع الاعلاميين في العراق

نحييكم، وندعو كل من تعز عليه حياة الاعلاميين وحرية الصحافة والتعبير وحقوق الانسان الى التوقيع على نداء التضامن مع الاعلاميين في العراق، من أجل إنهاء معاناتهم المريرة وحماية أرواحهم وحقوقهم وتمكينهم من إداء مهمتهم الانسانية السامية، آملين توسيع حملة التضامن بتعميم هذا النداء على أوسع نطاق ممكن.


اوقفوا قتل واختطاف وتهديد الاعلاميين في العراق

يا اصحاب الكلمة الحرة.
ايها الخائفون على حرية الاعلاميين وحياتهم ورسالة الاعلام في كل مكان.
تتابعون منذ اعوام اعمال التنكيل والاغتيالات والاختطافات المروعة بحق الاعلاميين العراقيين وزملائهم من الدول الاخرى الذين يتابعون المشهد العراقي ويوثقون تفاصيله المأساوية، وتعرفون ان العهود والمواثيق والاتفاقات الدولية تضمن حق الوصول الى المعلومات والحقائق وتيسيرها الى الرأي العام، وتوصي بحماية حياة الاعلامي، وتسهيل عمله، وعدم التدخل في مهمته او تهديده، ولا تجهلون الظروف الصعبة التي يعمل فيها اصحاب هذه الرسالة الانسانية النبيلة في العراق منذ اربع سنوات.
ولا نشك في ان الاعداد المتزايدة للضحايا من الاعلاميين على ايدي اطراف الصراع المحلي وقوات الاحتلال والقوى الارهابية والاجهزة السرية لبعض دول الجوار قد افزعتكم مثلما افزعت الرأي العام في كل مكان، وهو ما يدعو الجميع الى التفكير في سبل العمل السريع والجدي من اجل وقف هذه الانتهاكات التي سقط فيها، حتى الان، ما يزيد على مئتين وخمسين اعلامية واعلاميا، وبالفعل، فقد شهد العديد من العواصم والمحافل اشكالا طيبة من التضامن مع الصحفيين والمراسلين والمعلقين الذين يخدمون الرسالة الاعلامية، وادانة الهجمات التي تعرضت لها المرافق الاعلامية في بغداد والبصرة والموصل وديالى وفضح اعمال القتل خلال مزاولة المهنة والاختطاف من البيوت وعلى الطرق العامة والتهديد في حال نقل الحقائق الى العالم.
وإذ لاحظنا انه، مع استمرار اعمال الشجب، فان مناسيب التنكيل بالاعلاميين لم تتراجع، وموجة الهجمات على المرافق الاعلامية لم تنحسر، والتهديدات ضد الصحفيين لم تكف، فقد شعرنا، نحن مجموعة من الاعلاميين العراقيين والعرب والبريطانيين، باهمية التحرك المنهجي، من لندن، لحشد الطاقات والامكانيات من اجل العمل الجدي لحمل الجهات المسؤولة في العراق على وقف اعمال التنكيل ضد الاعلام والاعلاميين، والقيام بمسؤوليتها لحماية ابناء هذه المهنة، ولعل اكثر من دفعنا الى هذه المبادرة هو تجاهل تلك الجهات لما يعانيه الاعلام والاعلاميون من مخاطر متفاقمة، الامر الذي يضعها في وضع الشبهة والمسؤولية إزاء هذا الملف الخطير.
صحيح ان التشريعات والمحاكم المحلية لم تتعرض للحرية الاعلامية في العراق غير ان الكثير من الجهات الرسمية وشبه الرسمية، بالاضافة الى قوى العنف والارهاب والجريمة المنظمة، تلاحق الاعلاميين بالرصاص في كل يوم، ويتلقى الكثير من الاعلاميين تهديدات مستمرة بوجوب الكف عن العمل او التواطؤ مع اصحاب تلك التهديدات، وتتواتر انباء مخيفة عن قيام مليشيات اومحاكم دينية كيفية باهدار دماء الاعلاميين، ويجري تنفيذ احكامها في الشارع.
اننا نتطلع الى مؤازرة، كل من يستطيع المساهمة، ومن اي بلد او موقع او محفل، وعبر كل انواع المساهمة وطبيعتها وحجمها، لنواصل جهودنا نحو تشكيل حركة ضاغطة متواصلة لحماية حياة الاعلاميين وتأمين ظروف السلامة لعملهم في العراق، والعمل، في ذات الوقت على اجراء تحقيق، وتشكيل هيئات دائمة للتحقيق في وقائع سقوط الاعلاميين بالرصاص متعدد المصادر والهويات وسلسلة التعديات على المؤسسات الاعلامية وفي اشكال التهديد التي تتعرض لها.
اننا نبدأ هذه المبادرة، ارتباطا بيوم الصحافة العراقية، الخامس عشر من حزيران، ذكرى صدور الزوراء اول صحيفة عراقية العام 1869 وفي يقيننا ان القضية التي نحملها عزيزة على جميع الاخيار وكل انصار الحرية وحقوق الانسان وعدالة الوصول الى الحقيقة.

Stop the killing, Kidnapping
and Intimidation of Journalists in Iraq

To all beholders of the free word,

To all those concerned for the freedom and safety of journalists and media workers, and for the mission of media everywhere,

You have been following for years the acts of intimidation, the assassinations and horrific kidnappings committed against Iraqi journalists, and their colleagues from other countries, who report on the Iraqi scene and document its tragic detail. You are also aware that international conventions and agreements proclaim the the right of the public to access information and data. These agreements call for protection and safety for journalists, facilitation of their task, refraining from intimidation and interference in their work. You are fully aware of the difficult conditions which those who are carrying out this noble, humanitarian task in Iraq have endured over the past four years. The increasing number of journalists who have fallen victim to the parties involved in the internal struggle, the occupation forces, terrorist forces and the intelligence organs of some neighbouring countries, must have horrified you, as they have horrified public opinion everywhere.

All this compels each of us to reflect on the ways and means of taking firm and urgent action to put an end to these violations that have resulted so far in the death of more than 250 journalists and media workers. Indeed many international capitals and numerous forums have witnessed acts of solidarity with the journalists, reporters and commentators in Iraq who continue to serve the mission of the media. Acts of solidarity have included the condemnation of attacks on media installations in Baghdad, Basra, Mosul and Diyala and exposing the killings of journalists as they go about their duties, as well as the kidnappings of journalists from their homes and on the street, and the threats to their lives for revealing the facts to the world.

Despite the continued denunciations, the level of repressive acts against journalists has not receded, the wave of attacks on media installations has not subsided, and the intimidation and threats have not stopped. We, a group of Iraqi, Arab and British journalists, have therefore felt the need for a systematic campaign, from London, to mobilise efforts for earnest action to press the authorities in Iraq to bring about an end to the criminal acts against the media and journalists, and to oblige them to meet their responsibility to protect those working in this profession. One of the factors that has most impelled us to launch this initiative is perhaps their disregard for the mounting dangers that journalists are facing, thus placing these authorities in a questionable position, with some responsibility for this grave issue.

While it is true that the legislature and local courts have not targeted media freedom in Iraq, many official and semi-official bodies, in addition to the forces of violence, terrorism and organised crime, have however continued to chase and target the journalists with bullets every day. Many journalists receive continuous threats, demanding that they stop doing their job or collaborate with the perpetrator of the threats. Horrific stories are received about militias or arbitrary religious courts shedding the blood of journalists, with their sentences being carried out in the street.

We look forward to the support of anyone, from any country or position or forum, and through all forms and levels of participation, in order to continue our efforts to build an effective campaign pressing for the protection of the lives of journalists and media workers and ensuring safe conditions for their work in Iraq. We seek, at the same time, to set up permanent commissions of enquiry to investigate the killings of journalists, the series of attacks on media installations and the various forms of intimidation which they are facing.

As we embark on this initiative, that coincides with the National Day of Iraqi Journalism on 15th June (commemorating the publication of the first Iraqi newspaper, Al-Zawraa, in 1869) we are convinced that our cause is dear to the hearts of all people of good-will, and all champions of freedom, human rights and justice, and all who seek to expose the truth.
